NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AND COMMENT OGDEN CITY ANNUAL ACTION PLAN July 1, 2017 to June 30, 2018 The City of Ogden is required by the U.S. Department of Housing and Urban Development (HUD) to prepare an Annual Action Plan for the use of federal funds received for housing and community development purposes. The Annual Action Plan July 1, 2017 to June 30, 2018 (AAP FY18) is based on the City’s Five Year Consolidated Plan (2015-2019). This notice announces the availability of AAP FY18 for citizen review and the opportunity for citizen comment. The Comment Period begins March 27, 2017 and expires at midnight April 26, 2017. Citizens can view the entire draft document and comment at the website: http://HUDConplan.ogdencity.com. The AAP FY18 includes estimates of anticipated funding and proposed uses of funds. Community Development Block Grant entitlement (CDBG EN) and HOME entitlement (HOME EN) are determined by HUD. At this time, it is unknown what CDBG EN and HOME EN amounts will be for AAP FY18. To complete the Draft AAP FY18, the previous year’s CDBG EN and HOME EN award amounts are used. Specifically, the anticipated funding for AAP FY18 includes CDBG EN $982,810; CDBG carryover (CO) $530,551; CDBG Program Income (PI) $335,727; HOME EN $339,066; HOME CO $353,086; HOME PI $73,835; HOME Match $364,206; City Funds new $1,200,000; City Funds CO $321,506; Utah State Funds CO $250,000; Housing Fund PI $59,978 and Housing Fund CO $350,626; for a total Budget of $5,161,391. Proposed uses of anticipated CDBG funds: $450,000 Target Area Public Improvements; $326,064 Infill Housing; $90,000 Rental Rehab; $40,000 Emergency Home Repair; $12,000 Demolition; $55,000 Business Information Center (BIC); $10,000 Special Economic Development Projects; $308,051 Small Business Loans; $296,504 Quality Neighborhoods; $10,000 Microenterprise Loan Program; and $251,469 CDBG Administration. Proposed uses of anticipated HOME Funds: $250,000 Own in Ogden; $101,720 Community Housing Development Organization (CHDO); $374,267 Quality Neighborhoods; and $40,000 HOME Admin. Proposed uses of other anticipated funds: HOME Match funds $364,206 Quality Neighborhoods; City Funds: $1,252,258 Quality Neighborhoods and $269,248 HELP Program; Utah State Funds: $250,000 Quality Neighborhoods; and Housing Funds: $70,000 Quality Neighborhoods, and $340,604 HELP Program for a total expenditure budget of $5,161,391. A copy of the Draft AAP FY18 is available for public review weekdays between 8:00 a.m. and 5:00 p.m. at Ogden City Municipal Building, 2549 Washington Boulevard in Ogden Utah in Suite 120, Suite 420 and the City Recorder’s Office Suite 210. It is also available at the Weber County Library 475 E. 2600 North, North Ogden; Ogden Housing Authority offices, 1100 Grant Avenue; and the BIC, 2036 Lincoln Avenue #105 in Ogden. A draft of AAP FY18 is available online at: http://www.HUDConPlan.ogdencity.com. Annual Action Plan FY18 is tentatively scheduled to be presented for City Council approval at the Ogden City Council Chambers, located at 2549 Washington Boulevard, 3rd floor, on May 2, 2017 at 6:00 PM. Please check for changes to the City Council Public Hearing schedule. Ogden City Council will receive comments on the proposed AAP FY18 at the public hearing. Written comments received before April 27, 2017 will be summarized in the final AAP FY18 to be adopted by the City Council.
