Page 1 of 2 Ogden City Council Work Session: February 14, 2017 FY2016 ANNUAL GRANTS REPORT Action: To Review and Discuss the FY2016 Annual Grants Report Executive Summary The City’s Comptroller will review and answer questions regarding the FY2016 Annual Grants Report. The Report outlines the expenditures relating to local, state, and federal grant funds as of June 30, 2016. The City had almost $10.8 M in grants funds available in FY2016 and expended more than $6.5 M. Background January 24, 2017 The Council Office receive an Administrative Transmittal identifying the list of local, state, and federal grants receive during FY2016. Proposal The Comptroller will review the FY2016 Annual Grants Report. This report outlines the expenditures relating to local, state, and federal grant funds as of June 30, 2016. Grant funds allow the City to complete projects and provide additional services that would not otherwise be available to City residents. Department directors and division managers are strongly encouraged to seek out and apply for grants that will support the mission of the City. The City had almost $10.8 M in grants funds available in FY2016 and expended more than $6.5 M. Questions 1. Please briefly review the project/purpose of the FEMA grant (FEMA PA-08-UT-4011). 2. Please explain why the Ogden Business Exchange Waterline project funding is categorized as a grant. (This is new grant funding for the City.) What projects does the City plan to use this funding for? 4. Has the Administration considered providing the match for the Bulletproof Vest Partnership Program instead of requiring an employee contribution? 5. How are the Federal Forfeiture Sharing Program grant funds used? Why were their no expenditures in FY2016? 6. There are several RAMP Grants that have balances, but where there were no FY2016 expenditures. Please explain the reason for this (specifically, Weber River Restoration, Trail System Signage, and Lorin Farr Bathhouse). Also please review the plans for expending the funds. CS Note: Questions relating to the HUD grant funds will be discussed in the Annual Action Plan discussion. Questions relating to the Airport will be reviewed during the budget discussion.
