Page 1 of 2 Ogden City Council Meeting: February 21, 2017 COMMUNITY & ECONOMIC DEVELOPMENT CITIZEN’S ADVISORY COMMITTEE SUNSET REVIEW Action: - Receive Sunset Report from Committee - Adopt or not adopt the ordinance to extend the sunset provision for the Citizen’s Advisory Committee Background Sunset Provision City advisory committees have sunset provisions in their enabling ordinances which terminate their existence on a certain date, unless re-authorized by the City Council. The Council Orientation Notebook describes the rationale as follows: Sunset Provisions Purpose. A formal sunset provision exists for all committees (not boards and Commissions which have regulatory responsibilities). Sunset provisions are a good way to review the needs or continuing effectiveness of advisory bodies. The sunset provisions are applied across-the-board rather than approaching it on a case-by-case basis, in order to avoid the impression that a sunset provision was adopted because the City currently questions the viability of any particular advisory body. The CAC sunset on November 30, 2016. If extended, the new sunset date for the committee would be extended three years to November 30, 2020. Council Staff has contacted Tom Christopulos, Community and Economic Department Director, to invite the Committee to this meeting to report to the Council the highlights and activities over the last three years and to outline the program for the committee for the next three years. Committee Chair Jeremy Peterson will make the presentation. Comments from the Committee As part of the Council’s process, Council staff has called the individual committee members to interview them concerning their perceptions of how the committee is doing and what, if any, changes need to be made in the future. We were able to make contact and receive input from three of the eight members. Do you have any suggestions for making the committee better? • No suggestions were made. What can the city do to help the committee? • Suggestion to have staff provide a meeting packet a few days’ in advance so committee members can have time to review agenda items. • It was suggested that the committee should meet more often. How do you feel the staff support has been? • Great. What do you see the committee accomplishing in the next three years? • Keep working on current projects already in the works. • More development in struggling areas. • Not sure if there are “goals” since this board’s main task, as an advisory board, is to provide feedback and input. Any other comments you wish to offer? • No additional comments were given. A written sunset report from the committee has been attached for the Council’s review. The Administration is recommending the committee be extended for another three years.
