Ogden City City Council February 21, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room The purpose of the work session includes presentations and discussions regarding:  FY2018-2022 Capital Improvement Plan – Council discussion;  Proposed amendment to the FY2017-2021 Capital Improvement Plan;  2100 Porter Avenue Infill Project;  Council member comments; and  Council business. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers February 21, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognitions. a. Weber State Football Team. Recognizing the 2016-17 Weber State University Football Team for unifying residents and strengthening community pride with an exceptional season. b. Weber State Athlete Ellie Child. Recognizing Ellie Child for embodying the spirit of Ogden through her hard work, perseverance, and tenacity as a student athlete at Weber State University. c. Fasi Filiaga. Recognizing Fasi Filiaga for dedicating his life to service that has vastly improved our community and helped shape Ogden into what it is today. d. Assistant Chief Wayne Tarwater. Recognizing Assistant Chief Wayne Tarwater for his exemplary service to the Ogden community with the Ogden Police Department. e. MLK Jr. Drum Major Award. Recognizing the Ogden City Council and Council Executive Director William B. Cook for receiving the MLK Jr. Drum Major award. f. William B. Cook. Recognizing Ogden City Council Executive Director William B. Cook for his exemplary service to Ogden City during the past 15 years. 5. Request to be on the Agenda: a. Citizens Advisory Committee: i. Presentation of the 2013-2016 Sunset Report. ii. Proposed Ordinance 2017-4 extending the sunset date to November 30, 2020. (adopt/not adopt ordinance – roll call vote) iii. Consideration of the appointment of Enrique Romo and reappointments of Tim Price, Jeremy Peterson, Maresha Bosgieter, Tyler Hollon and Bruce Ashcroft. (Approve/not approve appointment/ reappointments – voice vote) b. Ogden City Website. Presentation regarding Ogden City’s new website. ---PAGE BREAK--- February 21, 2017 Page 2 of 2 6. Approval of Minutes: (voice vote) a. Minutes of the Joint Work Session of December 20, 2016 – Council member Nadolski 7. New Business: a. Interim Council Executive Director. Resolution 2017-2 appointing an interim City Council Executive Director. (Adopt/not adopt resolution – roll call vote) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 9. Comments: a. Mayor. b. Council members. 10. Closed Executive Session. Consideration of adjourning into a Closed Executive Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct. (Adjourn/not adjourn into closed session – roll call vote) 11. Adjournment. Continuation of Work Session if Necessary Public meetings may be held electronically in accordance with Utah Code Annotated 52-4-207 to allow Council members to participate via teleconference.
