Ogden City City Council February 28, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room The purpose of the work session includes presentations and discussions regarding: Agenda review for the City Council meeting; Council-Mayor Discussion; FY2017 Quarterly Financial Report; FY2017 Annual Action Plan Amendment Proposed Amendments to the Central Business District Revitalization Program Guidelines; FY2017 Budget Amendment – 27th Street Sanitary Sewer Repairs, etc.; Council member comments; and Council business. Any items not fully addressed prior to the City Council meeting, which begin at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers February 28, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Common Consent: (Voice vote) a. FY2018-2022 Capital Improvement Plan. Proposed Ordinance 2017-5 approving the Capital Improvement Plan for the Fiscal Years 2018 to 2022. (Set public hearing for March 21, 2017) b. FY2017-2021 Capital Improvement Plan Amendment. Proposed Ordinance 2017-7 to amend the FY2017-2021 Capital Improvement Plan by adding Project RG061 futsal court at Marshall White Park. (Set public hearing for March 21, 2017) c. FY2017 Budget Amendment – 27th Street Sanitary Sewer Repairs, etc. Proposed Ordinance 2017-8 amending the FY2017 Budget by increasing the anticipated revenues and appropriations for $2,658,543. (Set public hearing for March 21, 2017) 5. Reports from the Planning Commission: a. General Plan Amendments and Arts and Culture Master Plan: i. Presentation ii. Public input iii. Proposed Ordinance 2017-9 amending the arts and cultural elements of the Ogden City General Plan. (Adopt/not adopt ordinance – roll call vote) iv. Proposed Ordinance 2017-10 adopting the Ogden City Arts and Culture Master Plan. (Adopt/not adopt ordinance – roll call vote) ---PAGE BREAK--- February 28, 2017 Page 2 of 2 6. Reports from the Administration: a. Infill Housing Project at 2100 Porter Avenue. Proposed Resolution 2017-3 approving funding for land development and construction of the Infill Housing Project at 2100 Porter Avenue. (Accept public input; adopt/not adopt resolution – roll call vote) 7. Closed Executive Session. Consideration of adjourning into a Closed Executive Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct (Adjourn/not adjourn into closed session – roll call vote) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings.
