Ogden City Council June 13, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Joint Work Session Redevelopment Agency also acting as the City Council City Council Work Room June 13, 2017 The purpose of the joint work session includes presentations and discussions regarding: Agenda review for the Special City Council meeting; Update – Additional Commercial Air Service; Proposed Adams Community Reinvestment Area; Board/Council business; and Board/Council comments. Any items not fully addressed prior to the City Council meeting, which begin at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. Special City Council Meeting City Council Chambers June 13, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognitions: a. Juneteenth Freedom Day. Joint Proclamation declaring June 17, 2017 “Juneteenth Freedom Day” in Ogden City. (Approve joint proclamation – voice vote) b. Government Finance Officers Association Award. Presentation of the Distinguished Budget Presentation Award for the Fiscal Year 2016-2017 Budget. (No action required) 5. Approval of Minutes: (Voice vote) a. Work session of February 28, 2017 – Council member Lopez b. Work session of March 7, 2017 – Council member Stephens c. Ogden City Competitive Sports Board. Consideration of the appointment of Jeff White to the Ogden City Competitive Sports Board. (Approve appointment) 7. New Business. a. Council Rules of Procedure and Council Norms. Proposed Resolution 2017-13 approving modifications to Council Rules of Procedure and Council Norms. (Adopt/not adopt resolution – roll call vote) 8. Reports from the Planning Commission: a. Harrison Student Housing Project: i. Presentation ii. Receive input iii. Proposed Ordinance 2017-30 amending the General Plan by amending Subsection 3.E of the Southeast Ogden Community Plan together with the Community Plan Map. (Adopt/not adopt ordinance – roll call vote) iv. Proposed Ordinance 2017-31 to reclassify property generally located at 3850 South and Harrison Boulevard from Single Family Residential Zone (R-1-6) and Professional/Institutional Zone (PI) to Multiple Family Residential Zone/Conditional Overlay Zone (R-5/CO). (Adopt/not adopt ordinance – roll call vote) v. Proposed Ordinance 2017-32 amending Section 15-2-9 to add a definition for student housing; amending Chapter 13 of Title 15 by adopting a new Section 40 to create standards for student housing; amending Section 15-19-2 to recognize student housing as a permitted use in the R-5 Zone; and amending Subsection 15-38-5.H to recognize student housing as a permitted use in the C-2/CP-2 Zone. (Adopt/not adopt ordinance – roll call vote) 9. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings.
