1 Ogden City Council Meeting: August 22, 2017 AMENDMENT TO THE WEST OGDEN COMMUNITY PLAN Approve/not approve Ordinance 2017-37 Approval of the amendments (6-1) A petition has been filed by Weber County to amend the City’s West Ogden Community Plan by removing the requirement for parking and restrooms at the future E Avenue trailhead. The petition has been filed as the County feels that having parking and restroom facilities at this location is somewhat redundant since there will be parking and restroom facilities at the A Avenue trailhead, which is less than a half-mile away, and because there are existing restroom facilities at West Ogden Park. The E Avenue trailhead would still have improved trailhead access and upgraded fencing to provide pedestrian access to the Observatory Park trail system. The West Ogden Community Plan was adopted by the City in 2014. As part of that plan, the former landfill site, now known as Observatory Park, is to have upgraded trailheads and pedestrian access at several locations in the community. Two of those locations, the A Avenue and E Avenue trailheads, had planned upgrades to the parking and installation of restroom facilities. Because the landfill area is owned by Weber County and the landfill closure plan is the responsibility of Weber County, the County is responsible for the development of these amenities. The Council approved an update to the closure plan in February 2016. As part of the development of the trailheads, Weber County has reviewed the West Ogden Community Plan and has determined that having additional parking and restroom facilities at the E Avenue trailhead would be somewhat redundant. The A Avenue trailhead is planned to have upgraded parking and new restrooms and is within a half-mile of the E Avenue trailhead. In addition, West Ogden Park has existing restroom facilities and is within a block of the future E Avenue trailhead. While the County is petitioning to have the parking and restroom requirement removed from the West Ogden Community Plan, the County ---PAGE BREAK--- 2 Ogden City Council Meeting: August 22, 2017 is still planning on upgrades to the E Avenue trailhead. This includes the removal of the existing chain link fence and installing a dark colored decorative metal fence and improving the pedestrian access to Observatory Park. August 1, 2017 The proposed amendments were reviewed at the Council’s August 1, 2017 work session. No changes were directed as a result of that review. The current proposal is to amend the West Ogden Community Plan by removing the requirement for parking and restrooms at the E Avenue trailhead. The proposed amendment also makes several other associated wording changes in other sections of the plan. The Planning Commission reviewed the petition at the June 7, 2017 meeting and forwarded a recommendation of approval to the Council with a vote of 6-1. The recommendation was made with the findings that the proposed amendment does not change the intent of the plan, that there have been changes in circumstances pertaining to the request, and that the amendment is consistent with the General Plan. Commissioner Schade voted against the recommendation stating that he felt the County has done a poor job accommodating park users with restrooms and wanted to leave the restroom requirement to ensure better amenities. The Commission received one comment during its June 7th meeting. Ms. Vera Briem stated that she was not in favor of the proposal if it meant taking out the existing restrooms at West Ogden Park.
