Page 1 of 4 Ogden City Council Work Session: April 4, 2017 FY2017 BUDGET AMENDMENT ($596,730) --Appropriations General Fund Repairs to El Monte Club House – Transfer from Contingency ($55,000) Amphitheater Events ($53,230) Amphitheater Twilight Concert Series ($280,500) CIP Fund Lindquist Field Improvements ($83,000) Amphitheater Sound System ($70,000) Repairs to El Monte Club House – Transfer from Contingency ($15,000) Golf Course Fund El Monte Club House ($70,000) BDO Enterprise Fund Transfer to CIP Amphitheater Sound System Grant Match ($40,000) Purpose of the Work Session: To Discuss a Proposed FY2017 Budget Amendment That Will Fund Capital Projects and Amphitheater Programming Executive Summary The Administration will present a proposed FY2017 Budget Amendment totaling $596,730. The budget amendment appropriates existing funds from contingency accounts and BDO lease revenue, and anticipated revenues from Amphitheater operations to fund repairs at El Monte Golf Course Club House, upgrades to Lindquist Field, a sounds system at the Amphitheater, and Amphitheater programming. Background During the fiscal year, the Council entertains requests for budget adjustments to allow for the following: 1. Entering grant or other special purpose revenues into the budget prior to expenditure. 2. Making mid-course corrections to avoid budget overruns. 3. Forwarding encumbrances from the previous fiscal year. 4. Other items dealing with special circumstances or opportunities. ---PAGE BREAK--- Page 2 of 4 Ogden City Council Work Session: April 4, 2017 The Uniform Fiscal Procedures Act for Utah Cities requires that a public hearing be held on all budget adjustments where the budget of one or more funds is increased. (Utah Code Ann. §10-6-127.) Notice of the public hearing must be given seven days prior to the hearing. (Utah Code Ann. §10-6-113.) For year-end adjustments, the hearing must be held before June 30. March 21, 2017 The Council Office received an Administrative Transmittal requesting an FY2017 budget amendment totaling $596,730. April 4, 2017 The Council will hold a work session on the proposed FY2017 budget amendment. The Council will also consider setting a public hearing on the amendment for April 18, 2017. Proposal The Administration is proposing an FY2017 Budget Amendment totaling $596,730. The budget amendment appropriates existing funds from both the General Fund and CIP contingency accounts to fund repairs at the El Monte Golf Club House ($70,000). It proposes using BDO lease revenue retained earnings as RAMP grant matching funds to upgrade the Amphitheater Sounds System ($40,000 grant match, $30,000 RAMP grant, total $70,000). The Budget Amendment also appropriates anticipated revenues and additional RAMP funds for Amphitheater programming and operations ($333,730).
