Ogden City Council April 4, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Joint Work Session City Council Work Room April 4, 2017 The purpose of the work session includes presentations and discussions regarding: Agenda review for the City Council Meeting; Pedicab Ordinance Amendments; Convention and Visitors Bureau – 2016 Annual Report and 2017 Marketing Plan; FY2018 Annual Action Plan; FY2017 Capital Improvement Plan – Amphitheater Upgrades; FY2017 Budget Amendment – Amphitheater Upgrades, El Monte Golf Course and RAMP Grants; Ogden River Bend Phase 1 Development Agreement Amendment; Redevelopment Agency Quarterly Report; Council and Board member comments; and Council and Board business. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers April 4, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognitions: a. Child Abuse Prevention Month. Proposed Joint Proclamation declaring April 2017 as “Child Abuse Prevention Month” in Ogden City. (Approve joint proclamation – voice vote) b. Fair Housing Month. Proposed Joint Proclamation declaring April 2017 as “Fair Housing Month” in Ogden City. (Approve joint proclamation – voice vote) c. Arnie Ferrin. Recognition of Arnie Ferrin, former NBA player, for providing invaluable contributions to the Ogden community. d. Wataru Misaka. FY2017 Capital Improvement Plan Amendment – Amphitheater Upgrades. Proposed Ordinance 2017-13 amending the FY2017-2021 Capital Improvement Plan by adding Project AM004 Amphitheater Upgrades. (Set public hearing for April 18, 2017) b. FY2017 Budget Amendment – Amphitheater Upgrades, El Monte Golf Course, RAMP Grants. Proposed Ordinance 2017-14 amending the FY2017 Budget for anticipated revenues of $596, 730. (Set public hearing for April 18, 2017) c. Planning Commission. Consideration of the appointment of Jennifer Sandau to the Ogden City Planning Commission. (Approve appointment) 6. Reports from the Planning Commission: a. BDO Street Master Plan Amendment. Proposed Ordinance 2017-15 amending the BDO Street Master Plan by removing Amidan Street as a public road. (Receive input; adopt/not adopt ordinance – roll call vote) 7. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings.
