Emergency Operations Center Activation Levels Activation Level Agency Action Staffing Level 1 Full Activation Command and General Staff positions are assigned and staffed. Emergency support agencies and organizations are activated and provide mission specific assistance. 24/7 staffing as required. Level 2 Partial Activation May be a transitional step, or a level which fits a specific event. Limited support is provided by Primary ESF Agencies. General Staff positions are assigned and staffed as needed (Operations, Planning, Logistics, Finance). 24/7 staffing as required. Level 3 Minimum activation. Situation monitoring. EOC staff will handle information flow. Generally the EOC Manager, Operations Section Chief, and a Situation Assessment Unit. Usual business hours.
