1/4 Ogden City Council Meeting: March 21, 2017 AMENDMENT TO THE FISCAL YEAR 2017-2021 CAPITAL IMPROVEMENT PLAN (CIP) Adopt/not adopt Ordinance 2017-7 Approval of the amendment (8-0) Administration is proposing an amendment to the adopted Fiscal Year 2017-2021 Capital Improvement Plan adding a new futsal court at Marshall White Center. The project, RG061, would be added to the current CIP to allow Administration to take advantage of a partnership with Real Salt Lake for the development of a futsal court. The project brief included with the proposal indicates that Real Salt Lake would fund $35,000 and the City would pay the additional $10,000. The project would replace an old tennis court at the Marshall White Center with a new post-tension concrete futsal court. Each year, the City develops, reviews, and adopts a five-year Capital Improvement Plan. The purpose of the plan is to establish the capital needs of the City and allow projects to be planned for by articulating the need, the scope of the project, the overall budget, the proposed annual allocations for the project’s development, and the potential sources of funds. Capital projects, meaning those projects in excess of $30,000 which add to the City’s physical plant, that are included in the CIP are then funded in the annual budget. Typically, the CIP is developed toward the end of a calendar year, reviewed by the Planning Commission in December, and then forwarded on to the Council for review with adoption typically taking place in March. This process is repeated each year. From time to time, amendments need to be made to an adopted CIP. This usually is the result of funding opportunities that arise during the first fiscal year of an adopted CIP. Projects that receive new or unanticipated funding may be moved up in funding years identified in the adopted CIP, or may be added to the CIP to allow funding during a given fiscal year. Amendments to the CIP follow the same general review framework as the overall plan itself. This means that a project brief is developed, reviewed by the Planning Commission to ensure ---PAGE BREAK--- 2/4 Ogden City Council Meeting: March 21, 2017 consistency with the General Plan, reviewed by the Council and considered at a public hearing. Timeline of the FY2017-2021 CIP November 2, 2015 The proposed FY2017-2021 CIP was provided to the Council office. The plan was also submitted to the Planning Commission for review and recommendation. December 2, 2015 The Planning Commission reviewed the FY2017-2021 CIP. The plan was given a recommendation of approval with a vote of 6-0 with four projects recommended for exclusion from the plan. December 8, 2015 The Council office received the transmittal containing the Planning Commission’s recommendation. January and February 2016 The proposed FY2017-2021 CIP was reviewed by the Council during a series of work sessions. One amendment was made by the Council and that was to move the Transportation Master Plan funding to FY2017. March 15, 2016 The City Council adopted the FY2017-2021 CIP after a public hearing. May 3, 2016 Mayor presents the Administration’s proposed budget for Fiscal Year 2017 containing recommendations for funding of CIP projects included in the 2017-2021 CIP. August 9, 2016 Final FY2017 budget adopted by the Council. August 16, 2016 The Council approved an amendment to the FY2017-2021 CIP adding or amending three projects. These changes were for the following projects: CD079, Parking Analysis Study; PK124, General Park Improvements; and WU017, 46th Street Pump House Reconstruction. ---PAGE BREAK--- 3/4 Ogden City Council Meeting: March 21, 2017 February 1, 2017 Planning Commission reviewed and provided a recommendation on an amendment to the FY2017-2021 CIP for the addition of project RG061, Futsal Court at Marshall White Center. February 21, 2017 The Council reviewed the proposed amendment at the work session on February 21, 2017. February 28, 2017 Council to set a public hearing for March 21, 2017 for the consideration of the amendment. March 21, 2017 After proper noticing, the Council will consider the amendment at the meeting of March 21, 2017. The current proposal is to amend the adopted FY2017-2021 CIP adding one project: RG061 – Futsal Court at Marshall White Center This project is a new addition to the CIP that would allow the City to work with Real Salt Lake to develop a new futsal court at Marshall White Center. The project includes a donation of $35,000 from Real Salt Lake with an additional $10,000 coming from the City. The project would remove an old tennis court and replace it with a post-tension concrete court. The Planning Commission reviewed the proposed plan at the February 1, 2017 meeting and forwarded a recommendation of approval with a vote of 8-0. The Commission’s recommendation was made based on the finding that the proposed amendment is consistent with the general plan.
