Ogden City City Council February 14, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room February 14, 2017 The purpose of the work session includes presentations and discussions regarding:  Agenda review for the City Council meeting;  FY2016 Financial Audit and Comprehensive Annual Financial Report (CAFR)  Annual Grants Report  FY2018-2022 Capital Improvement Plan – Specific Projects Review  Council member comments; and  Council business. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers February 14, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Approval of Minutes: a. Special meeting of October 11, 2016 and regular meeting of October 25, 2016 – Vice Chair Blair b. Joint work session of October 11, 2016 – Council member Hyer c. Joint work session of November 8, 2016 – Council member Lopez d. Joint work session of November 15, 2016 – Council member Nadolski e. Regular meeting of November 15, 2016 – Council member Garner f. Closed session of November 15, 2016 – Council member Stephens 5. Common Consent (voice vote): a. Weber-Morgan Board of Health. Consideration of the appointment of Neil Garner to the Weber-Morgan Board of Health. (Approve appointments – voice vote) 6. Reports from the Planning Commission: a. Rezone of property at 350 7th Street. Proposed Ordinance 2017-2 to amend the zoning map for property located at 350 7th Street from Single Family Residential(R-1-6) and Community Commercial 2) zones to Multiple Family Residential (R-3) zone. (Accept public input; adopt/not adopt ordinance – roll call vote) b. Non-Conforming commercial style buildings ordinance amendment. Proposed Ordinance 2017-3 to amend Section 15-6-3.H of the Ogden Municipal Code regarding the uses and standards for non- conforming commercial style buildings in residential zones. (Accept public input; adopt/not adopt ---PAGE BREAK--- February 14, 2017 Page 2 of 2 ordinance – roll call vote) 7. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 8. Comments: a. Mayor. b. Council members. 9. Closed Executive Session. Consideration of adjourning into a Closed Executive Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct. (Adjourn/not adjourn into closed session – roll call vote) 10. Adjournment. Continuation of Joint Work Session if Necessary Public meetings may be held electronically in accordance with Utah Code Annotated 52-4-207 to allow Council members to participate via teleconference. The anchor location for the meeting shall be on the 3rd Floor of the Ogden Municipal Building, 2549 Washington Blvd., Ogden Utah.
