Proposed Ordinance 2016-37 approving the Board of Equalization’s Report and providing for the levy of new assessments on all non-exempt commercial and industrial properties within the Ogden Central Business Assessment Area No.3. (Ordinance adopted, vote: 6-0) 6. Reports from the Planning Commission: a. Gibson Community Plan and Rezones. i. Presentation. ii. Public Input. iii. Action: 1. Proposed Ordinance 2016-38 amending the Ogden City General Plan by approving and adopting the Gibson Community Plan. (Ordinance adopted with an amendment, vote: 6-0) 2. Proposed Ordinance 2016-39 amending the Zoning Map as adopted by Section 15-3-3 of the Ogden Municipal Code, to reclassify as Limited Manufacturing Zone (M-1) property heretofore classified as Manufacturing and Industrial Zone (M-2) generally located west of Pacific Avenue to the City limits and between the Southern Pacific Railroad tracks and the Ogden River. (Withdrawn by Administration) 3. Proposed Ordinance 2016-40 amending the Zoning Map as adopted by Section 15-3-3 of the Ogden Municipal Code, to reclassify as Single Family Residential Zone (R-1-5) property heretofore classified as Limited Manufacturing Zone (M-1) and Manufacturing and Industrial Zone generally located at approximately 17th Street to the Ogden River and Center Street east to 1100 ---PAGE BREAK--- July 5, 2016 Page 2 of 2 feet west of Wall Avenue. (Ordinance adopted with modification to map, vote:5-1) 4. Proposed Ordinance 2016-41 amending the Zoning Map as adopted by Section 15-3-3 of the Ogden Municipal Code, to reclassify as Regional Commercial Zone (C-3) property heretofore classified as Limited Manufacturing Zone generally located along the frontage of Wall Avenue and 17th Street from approximately 1493 South Wall to the Ogden River. (Ordinance adopted, vote:5-1) 5. Proposed Ordinance 2016-42 amending the Zoning Map as adopted by Section 15-3-3 of the Ogden Municipal Code, to reclassify as Open Space Zone (O-1) property heretofore classified as Limited Manufacturing Zone Manufacturing and Industrial Zone and Central Business District Zone (CBD), generally located along the Riparian Corridor of the Ogden River west of Wall Avenue to the City limits and 21st Street Pond area. (Ordinance adopted with amendment, vote: 5- 1) b. Rezone at 999 Canyon Road. Proposed Ordinance 2016-43 amending the Zoning Map as adopted by Section 15-3-3 of the Ogden Municipal Code, to reclassify as Multiple Family Residential Zone (R-3) property heretofore classified as Two Family Residential Zone generally located at 999 Canyon Road. (Ordinance not adopted, vote:4-2) 7. Reports from the Administration: a. Mandatory Water Connection Amendment. Proposed Ordinance 2016-44 amending the Ogden Municipal Code by amending Chapter 2 of Title 9 by adopting a new Section 11 to provide for mandatory connection to culinary water upon annexation and to limit the use of culinary water for outdoor watering where secondary water is available. (Tabled for consideration on July 26, 2016, vote: 6-0) b. Enterprise Resource Planning (ERP) System Loan/Purchase Agreement. Proposed Resolution 2016- 20 authorizing the execution and delivery of a municipal tax-exempt lease agreement with respect to the acquisition, purchase, financing and leasing of an Enterprise Resource Planning Financial solution for the public benefit. (Resolution adopted, vote:6-0) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings.
