Ogden City Council March 28, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room March 28, 2017 The purpose of the work session includes presentations and discussions regarding: Dinosaur Park Foundation; Council-Mayor Discussion; Fire and Building Code Amendments; Water Grant Application – Joint Resolution; Council business; and Council member comments. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers March 28, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognition: a. Former Mayor Robert Madsen. Recognizing Mayor Madsen for dedicating his life to service that has vastly improved our community and the lives of all he knew. b. Judge Andrea Lockwood. Recognizing Judge Lockwood for providing the Ogden community with justice and fairness during her 37 years of service with the City. c. Boys and Girls Club Day. Proposed Joint Proclamation declaring March 30, 2017 as “Boys and Girls Club Day” in Ogden City. (Approve joint proclamation – voice vote) 5. Common Consent: a. Ogden Housing Authority Reappointments. Consideration of the reappointments of Eric. D. DeFries, Gregory W. Chapman, Edna Morehouse and Ward Ogden to the Ogden Housing Authority with terms ending March 15, 2021. (Approve reappointments – voice vote) ---PAGE BREAK--- March 28, 2017 Page 2 of 3 6. Approval of Minutes: (voice vote) a. Joint Work Session of October 4, 2016 – Council member Blair b. Work Session of December 13, 2016 – Council member Garner 7. Reports from Administration: a. Water Grant Application. Proposed Joint Resolution 2017-3 authorizing and supporting an application for a small- scale water efficiency project grant. (Adopt/not adopt joint resolution – roll call vote) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 9. Comments: a. Mayor. b. Council members. 10. Closed Executive Session. Consideration of adjourning into a Closed Executive Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct. (Adjourn/not adjourn into closed session – roll call vote) 11. Adjournment.
