Page 1 of 4 Ogden City Council Work Session: May 16, 2017 FY2018 BUDGET PROPOSALS – POLICE Purpose of Work Session: To review and discuss the Police Department budget proposals for FY2018. Executive Summary The City Council will receive a presentation of budget proposals relative to the City’s Police Department, including: administration, investigations, support services, uniform police and the Weber Morgan Narcotics Strike Force. Background General Budget Process Each year, the City Council is required to adopt an annual fiscal year budget, per Utah Code Ann. § 10-6-118. In preparation for this action, the Council requests information from the Administration including reports on current goals and past accomplishments, staffing issues, equipment needs and other relevant information. Administrative and Council staff meet regularly during the budget process to discuss and review the progress of the current year and significant changes that have been proposed to the budget. Staff meets with each department director regarding departmental budgets. The information discussed in these meetings is presented to the Council in a series of work sessions. The City Council is coordinating with the Police Department and the Administration to complete a Police Management Study during FY2018. FY2017 Budget Guidelines The Council’s FY2017 budget guidelines describe support for the Cops in Schools program to ensure designated officers are available to help teachers, students, parents and the community. The City has committed to funding a significant portion of these positions. ---PAGE BREAK--- Page 2 of 4 Ogden City Council Work Session: May 16, 2017 The budget guidelines also describe that a report regarding Crime Reduction Unit efforts is provided annually as part of the budget process. This is included in the supplemental materials for this report. Police Department Budget All of the Ogden Police Department operations are funded by the General Fund. Comparison of FY2017 Adopted and FY2018 Proposed Fund FY17 Adopted FY18 Proposed Change Amount % Police Department $20,042,350 $20,458,475 $416,125 The following are notable proposed changes for FY2018: Compensation adjustments; and Eliminating a Deputy Chief and a Police Lieutenant and adding two Division Commanders, resulting in a budget neutral change. Capital Improvements There are currently no capital improvement projects proposed for the Police Department in FY2018. Equipment There are no new specific equipment purchases funded in the proposed FY2018 budget. However, in the past the Department has made equipment purchases with savings resulting from unfilled positions. The undercover Strike Force is staffed by 13 total people – 9 agents, 3 supervisors and 1 administrative assistant. The officers are pulled from local law enforcement agencies to serve rotations. Cities that do not contribute personnel contribute an annual fee of $0.50 per resident. The bulk of the Strike Force funds come from state and federal grants, and funds are managed in a Trust and Agency Fund. Ogden’s contribution is 69% of total personnel, contributing 9 positions – a commander (a lieutenant), a sergeant, six officers and an administrative assistant. Has this improved the length of time to hire new employees? 3. Please provide a brief description of the number of police calls received, and describe whether adequate resources are available to address current service needs. 4. Please describe the number of citations issued in the past year and the department’s approach with these. 5. Please provide updates on the Crime Reduction Unit and the Real Time Crime Center. 6. What efforts are being made to address local issues related to gang activity? 7. The civilian positions are Crime Analyst RTCC CSO Training Assistant part time Animal Control Officers. We are in the final stages of hiring new officers from our recent screening process. There are 23 applicants that passed the written and physical tests. Of those 13 passed the background investigation and we are in the process of making job offers to those who successfully complete the chief’s interview and suitability screening. We will continue to actively recruit new hire and lateral candidates until the department is fully staffed. We attend all applicable job fairs in northern Utah. We visit the Weber State University Police Academy and recruit potential officers currently attending P.O.S.T. The removal of the Civil Service certification from the process has allowed us to be more fluid and make job offers more rapidly, while still adhering to proper screening of candidates. The process to fil the vacant Crime Analyst position is underway and we anticipate making an offer by the middle of May. We anticipate filling all part time animal control positions with one temporary full time position in FY18. The part time positions have proven nearly impossible to keep filled with qualified candidates. ---PAGE BREAK--- ---PAGE BREAK--- CRU Staffing on March 31. 2016 – 1 Sergeant & 6 Officers • Due to manpower issues department wide, the CRU operated as one squad working 4 days a week as apposed to the normal staffing and 7 days a week coverage.
