1 Ogden City Council Meeting: October 3, 2017 JOINT PROCLAMATION DECLARING OCTOBER 2017 “COMMUNITY PLANNING MONTH” IN OGDEN CITY Action: Adopt Joint Proclamation Background The proposed Joint Proclamation declares October 2017 as “Community Planning Month” in Ogden City. The proclamation is being considered as a way to recognize all of the community planning efforts being made in Ogden by both professional and citizen community planners. Through the efforts of the American Planning Association, October has been designated as National Community Planning Month as a way to bring attention to and recognize great community planning throughout the United States. The APA encourages local cities and towns to declare October as Community Planning Month in their community as a way to highlight the unique community planning efforts being made locally. The APA’s National Community Planning Month theme for 2017 is Innovation in Planning. The American Planning Association indicates that this year’s theme helps to underscore the role planning plays in addressing and adapting to challenges faced by communities in the 21st century. The APA discusses innovation in planning as being everything from using date sources and technology to address issues to celebrating new approaches to creating communities of lasting value. The work that Ogden City has done with initiatives like Quality Neighborhoods and the creative and forward-looking use of community reinvestment areas meets the APA’s discussion of using innovation to create lasting communities. In addition, keeping informed of new and emerging ideas such as those proposed by Urban3’s Joe Minicozzi and inviting him to be a guest speaker helps the City to make more innovative and data-driven planning decisions. As this proclamation is an effort to recognize the work of the Planning Commission and Planning Staff, the proposal is to have the Council adopt the proclamation at the October 3, 2017 meeting and present it to the Planning Commission at its October 4, 2017 meeting. Council Staff Contact: Glenn Symes, AICP (801) 629-8164 ---PAGE BREAK--- A JOINT PROCLAMATION OF THE OGDEN CITY COUNCIL AND MAYOR DECLARING OCTOBER 2017 “COMMUNITY PLANNING MONTH” IN OGDEN CITY WHEREAS, Change is constant and affects all cities, towns, suburbs, counties, boroughs, townships, rural areas, and other places; and WHEREAS, Community planning can help guide this change in a way that provides better choices for how people live and work; and WHEREAS, Community planning provides an opportunity for all residents to be meaningfully involved in making choices that determine the future of their community; and WHEREAS, The benefit of community planning requires public officials and citizens who understand, support, and demand excellence in planning and plan implementation; and WHEREAS, The month of October is designated as National Community Planning Month throughout the United States of America and its territories; and WHEREAS, The American Planning Association and its professional institute, the American Institute of Certified Planners, endorse National Community Planning Month as an opportunity to highlight the contributions sound planning and plan implementation make to the quality of our cities and environment; and WHEREAS, The American Planning Association’s 2017 theme of “Innovation in Planning” underscores the important role planning plays in addressing and adapting to challenges faced by communities in the 21st century; and WHEREAS, The celebration of National Community Planning Month gives us the opportunity to publicly recognize the participation and dedication of the members of Planning Commissions and all other citizen planners who have contributed their time and expertise to the improvement of Ogden, Utah; and WHEREAS, The celebration also gives us the opportunity to recognize the many valuable contributions made by the professional community planners of Ogden, Utah, which includes the City’s Planning Staff and the City’s Community and Economic Development Department, and extend our heartfelt thanks for the continued commitment to public service by these professionals. NOW, THEREFORE, BE IT RESOLVED, that the Ogden City Council and Mayor Michael P. Caldwell hereby proclaim October 2017: “Community Planning Month” in Ogden City. “Community Planning Month” in Ogden, Utah is part of a nation-wide recognition and celebration of community planning and is an opportunity to recognize all of the citizen and professional planners who have diligently worked to make Ogden a unique and vibrant place to live, work, learn and play.
