Page 1 of 1 MINUTES TRANSFER OF DEVELOPMENT RIGHTS STUDY COMMITTEE MEETING Monday, June 23, 2008 Oconee County Civic Center 7:00 p.m. Members Present: Clay Bryant, Melba Cooper, Delmar Finco, Philip Freshley, Edward Gardiner, Albert Hale, Gene Higginbotham, Sam Mitchell, Russ Page, Linda Carol Porterfield, Bob Smith, Brian Tomlinson Others Present: Stacy Jones (Facilitator – Carl Vinson Institute of Government), Wayne Provost (Director – Strategic & Long-Range Planning Dept.), Melvin Davis (Chairman – Oconee County Board of Commissioners), B.R. White (Director – Planning Dept.) Melvin Davis called the meeting to order at 7:02 p.m. Chairman Davis welcomed the Committee members and thanked them for volunteering. Mr. Davis reviewed some history on TDRs in Georgia and discussed some of the issues which the Committee should explore relative to a potential TDR program in Oconee County. Stacy Jones then presided over the remainder of the meeting. Ms. Jones had the Committee members and Staff members introduce themselves and share their reasons for: 1 – living in Oconee County, 2 – volunteering for this committee, and 3 – share what they consider to be the most significant challenge for the group. The list of challenges provided by the Committee is attached. Next, the group formed and discussed a list of goals (attached) which should be achieved by the Committee. Next we worked out a diverse description of each person’s vision for Oconee County 20 years in the future. (See attached.) Finally, the Committee decided upon the main agenda items for upcoming meetings. (See “Future Meetings” attached.) The next meeting will be on Thursday, July 17, 2008 at 7 p.m. at the Oconee County Civic Center.
