Page 1 of 2 MINUTES IMPACT FEES STUDY COMMITTEE MEETING Thursday, May 22, 2008 Oconee County Library Auditorium 7:00 p.m. Members Present: Ken Beall, Billy Crozier, Amrey Harden, Mary Mellein, Penny Mills, Russ Page, Mike Power, Warren, Chuck Williams, Jon Williams Others Present: Gordon Maner (Facilitator – Carl Vinson Institute of Government), Wayne Provost (Strategic & Long-Range Planning Director), Bill Ross (Ross & Associates), Chuck Horton (Oconee County Commissioner), Jim Luke (Oconee County Commissioner), Jeff Benko (Oconee County Chief Finance Officer), B.R.White (Planning Dept. Director), Gary Dodd (representing the Utility Dept.), Jim Frederick (Georgia DCA – arrived ±8:00 Sarah Bell Gordon Maner called the meeting to order at 7:00 p.m. The minutes of the April 29th meeting were approved by consensus. Gordon reminded all of the ground rules. Jeff Benko made a presentation outlining the sources of County Government income and disposition thereof (expenditures). He passed out copies of the 2007 “Oconee County Year in Review” booklet (attached). Gary Dodd reviewed the Oconee County Utility Dept. fees (attached) and discussed the Oconee County Utility Dept. operation as a self-sufficient enterprise fund supplemented to a specific amount by SPLOST projects voted on by the County residents. Wayne Provost reviewed the Unified Development Code (UDC) fee schedule for planning & code enforcement (attached) and discussed that these fees only supplement the actual cost of providing the rezone evaluations, plan review and inspection services. The speakers answered questions from the Committee regarding the foregoing 3 presentations. Jim Frederick presented the attached slide presentation regarding the Impact Fee procedures and rules under Georgia law and the Comprehensive Planning Standards and Procedures. Jim, Bill Ross and Wayne Provost answered questions from the Committee. Additional questions may be submitted to Wayne via e-mail. He will distribute those to the appropriate people for written responses. Gordon, Wayne and the Committee discussed the schedule and agendas for upcoming meetings. Wayne will work on guest speakers and report to the Committee and Gordon via e-mail. ---PAGE BREAK--- Page 2 of 2 Wayne will also obtain a list and map showing local governments in Georgia with impact fees. The next meeting will be on Thursday, June 26, 2008 at 7 p.m. at the Oconee County Civic Center.
