Page 1 of 1 MINUTES TRANSFER OF DEVELOPMENT RIGHTS STUDY COMMITTEE MEETING Thursday, July 17, 2008 Oconee County Civic Center 7:00 p.m. Members Present: Clay Bryant, Melba Cooper, Delmar Finco, Philip Freshley, Christine Gardiner substituting for Edward Gardiner, Albert Hale, Gene Higginbotham, C. Wayne Jordan, Chuck Lee, Russ Page, Ed Perkins, Brian Tomlinson, Thomas Verner Others Present: Wayne Provost (Director – Strategic & Long-Range Planning Dept.), Sarah Bell Wayne Provost called the meeting to order at 7:00 p.m. The minutes of the June 23, 2008 meeting were approved by consensus of the Committee members. Wayne reviewed the character area descriptions and development guidelines for the unincorporated areas of Oconee County in conjunction with the Future Development Map (Comprehensive Plan). The Committee discussed various aspects of the map and character areas including possible sending and receiving areas for TDRs. The Committee agreed that staff will invite Christine McCauley, Executive Director of the Chattahoochee Hill Country Conservancy, to speak about their TDR program at our next meeting. We will also ask Christopher Thomas, Oconee County Utility Dept. Director, to discuss water and sewer service infrastructure at a future meeting. (September?) The next meeting will be on Thursday, August 21, 2008 at 7 p.m. at the Oconee County Civic Center.
