Page 1 of 1 MINUTES IMPACT FEES STUDY COMMITTEE MEETING Thursday, June 26, 2008 Oconee County Civic Center 7:00 p.m. Members Present: Ken Beall, Bob Cain, Billy Crozier, Doug Dickens, Amrey Harden, Mary Mellein, Penny Mills, Russ Page, Mike Power, Warren, Chuck Williams, Jon Williams Others Present: Gordon Maner (Facilitator – Carl Vinson Institute of Government), Wayne Provost (Strategic & Long-Range Planning Director), Bill Ross, Jr. (Ross & Associates), Deron Hicks (General Counsel – Georgia Homebuilders Assoc.), John Hatcher (Utility Dept.), Chris Thomas (Utility Dept. Director Gordon Maner called the meeting to order at 7:01 p.m. The minutes of the May 22nd meeting have been distributed. There were no corrections or changes noted. Gordon reviewed the ground rules. Bill Ross, Jr. made a presentation on the impact fee requirements under Georgia Law. He outlined the steps necessary for comprehensive planning, creation of community facilities element, calculating levels of service and exemptions, fee calculations, limitations on scope no schools), and discussed examples from other jurisdictions. (See attached PowerPoint presentation.) Mr. Ross answered a number of questions from the Committee. Next, Deron Hicks made a presentation on impact fees from the development community’s perspective including many of the same issues as Mr. Ross’s presentation. Much of his talk was drawn from the attached “Impact Fees in Georgia: The Basics” and “Impact Fee Misconceptions”. Both speakers answered numerous questions from Committee members. The next meeting will be on Tuesday, July 22, 2008 at 7 p.m. at the Oconee County Civic Center. Wayne will try to schedule speakers from two jurisdictions: one jurisdiction which considered and rejected impact fees and one which enacted impact fees. He will try to find counties similar to Oconee in size and growth rate, economic development, and get a government official and development professional from each.
