Oconee County Parks and Recreation Department Spring 2016 High School Intramural Soccer League Rules OCPRD Intramural Rules Spring 2016 Page 1 of 4 Registration  Registration fee is $75 per individual.  Individuals may register online or in person.  Individuals must declare the team name that they are playing with or declare “Unattached”. All unattached players may be added to teams whose rosters are not full or they may be formed into one team of all unattached players. Registration fee can be paid: - Online at www.oconeecounty.com/ocprd - Herman C. Michael Park during the office hours of Monday – Friday, 9 am – 6 pm - Oconee Veterans Park during the office hours of Monday – Friday, 9 am - 9 pm Deadlines  Player Registration Form Wednesday, March 9th - must be signed by a parent/guardian and fee paid  Team Entry Form: Wednesday, March 9  Team Roster Form: Wednesday, March 9  All Player Contracts: Wednesday, March 9 Required Team Meeting – Adult Sponsor and Player Appointed Team Captain Must Attend Date: Wednesday, March 9th at 6:15 pm Location: Oconee Veterans Park Community Center Attendance: All teams must have proper representation at the meeting Submit: Player Registration Forms, Team Entry Form, Team Roster and Player Contracts Player ID Cards – All Players Must Attend and Complete Photo ID Process Date: Thursday March 17th between 5 – 7 pm Location: Oconee Veterans Park Community Center Uniforms  Jerseys will be supplied by OCPRD.  NO JERSEY = NO PLAY. Players must wear provided jersey to all games in order to participate.  Players must wear their own jersey. Under no circumstances will players be allowed to swap jerseys with other players before or during a game except for a Goal Keeper jersey switch.  If an opposing manager, field supervisor, or official detect an illegal jersey, the player(s) entering the game will not be allowed to take the field and may be suspended from future play. Player Eligibility  Age control date is April 1, 2016.  All players must be 14 -18 years.  All players must either reside in or attend school in Oconee County (proof may be required).  All players MUST BE IN HIGH SCHOOL, either at North Oconee, Oconee County, Athens Academy Prince Avenue, Westminster or homeschooled.  All players must have a parent or guardian initial the Concussion Policy and sign their Player Contract and waiver and waiver to be eligible.  Players are only allowed to play on 1 Intramural team during the season.  All players must be checked with proper ID by OCPRD staff at each game before participation.  It is a coed league and each team is required to have at least 2 girls. One girl must be on the field at all times. Each goal scored by a girl is tallied as 2 points. ---PAGE BREAK--- Oconee County Parks and Recreation Department Spring 2016 High School Intramural Soccer League Rules OCPRD Intramural Rules Spring 2016 Page 2 of 4 Player Contracts/Team Rosters  Each player must complete, sign and turn in a Player Contract before he/she is eligible to play.  Each team must complete a Team Roster to participate in the league.  Rosters and contracts must be turned in on or before the required team meeting or as indicated.  Team rosters must have a minimum of 7 players and the maximum is 12 players.  No names may be added to team roster until a player contract is completed, signed by all parties, and turned into the Parks and Recreation Department.  Last day to drop and/or add players to the team roster is Wednesday, March 30th at 6 pm.  Any player removed from a team roster may not be added to another team’s roster.  Any illegal player will be removed from the program, the team captain may be suspended for one game or more, and the game will be recorded as a loss.  Falsifying a player contract will result in suspension from the league.  Players will be set up with an identification card held by OCPRD to verify identity prior to games. Each player must attend the meeting and be issued a card. If for any reason a player has missed the meeting and/or getting a card, then they must personally make a new arrangement with the League Coordinator to get the provided identification. Failure to do so will result in ineligibility to play in games. NOTE: OCPRD reserves the right to refuse a team name provided by a team and require the team to provide a more appropriate team name for usage in the program. Player Conduct The Oconee County Parks and Recreation Department Code of Conduct presides over the program. Profane language or display of unsporting conduct will not be tolerated in the program. Any player not complying with this policy will be awarded a Yellow Card. The officials in charge of the game will determine the unsporting conduct; however, program supervisors witnessing inappropriate behavior or language may intervene and/or eject the player and/or spectator. The following additional provisions shall apply:  A player or manager/sponsor receiving a Red Card during the course of a game will be automatically ejected from that game and the next game and must leave the premises. A point deduction from team standings will also be applied for each red card issued.  Any player who receives 4 or more yellow cards over the course of the season will be suspended 1 game.  Any player or manager/sponsor who receives Red Cards in a season will be ejected from the game and suspended from the league. Upon investigation by the governing body, the suspension may be longer or permanent.  Any player, manager and/or spectator involved in a fight in any aspect will automatically, at a minimum, be ejected from the game and suspended for the next two scheduled games. Upon investigation by the governing body, the suspension may be longer or permanent.  Any team receiving three Red Cards during the course of the season will be ineligible to continue play for the remainder of the season and all fees will be forfeited.  If a player or manager receives a suspension for the next game on the last game of the season, the suspension will be in effect in the first game scheduled the following season.  Any player, manager and/or spectator who does or attempts to do bodily harm to an official or staff person will be immediately ejected from the game and facility and could possibly have criminal ---PAGE BREAK--- Oconee County Parks and Recreation Department Spring 2016 High School Intramural Soccer League Rules OCPRD Intramural Rules Spring 2016 Page 3 of 4 charges filed against him/her. In addition, the person will be removed from the program and banned from the Parks & Recreation Department facilities and programs for an indefinite period of time to be determined by the governing body.  The field supervisor has control over the fields, games, participants and spectators. The field supervisor is responsible for seeing that spectators conduct themselves with a good sporting attitude and in a courteous manner. The field supervisor also has the authority to ask anyone, player, manager and/or spectator in violation of the rules to leave the premises.  Unattended children may become a safety issue. Players are discouraged from bringing younger children to the fields unless they are well supervised.  Playing on or hanging on soccer goals and/or nets is not allowed.  Only team players and the adult sponsor/coach may sit on the bench. All spectators must sit on the sideline opposite the team benches. Note: A player, coach and/or spectator ejected or suspended from a game must leave the premises, if possible. If person is unable to leave premises, the person must be “out of sight, out of sound” Local Rules: All games will be played under National Federation of State High School Associations (NFHS) rules except where local rules supersede:  An adult sponsor, manager or coach (over age 21) must be present at the bench during games.  Length of Game - Two-26 minute halves with a running clock. Exceptions will be serious injuries, unusual delays and timeouts. There will be a 5-minute break for half-time.  Game will be played on a U12 size field with 7’ x 21’ goals, and a 7 v 7 format (Keepers are one of the seven)  Substitutions: unlimited. Can be made at any dead ball.  All Restarts, except for Penalty Kicks are indirect – including corner kicks. Opposing teams must be 10 yards off the ball.  There will be a 5-minute grace period before the first game of the day only. For all other games scheduled, game time is forfeit time. A team must forfeit if it cannot field five players by the start time of the game. The program supervisor and officials are responsible for the official time.  Due to field size, Goalkeepers may not punt or drop kick the ball past the midfield line. An Indirect Kick will be awarded to the opposing team at midfield if this occurs. No limitation on how far a goalie may throw the ball and keepers can kick the ball past midfield in the air if played from the ground. Other methods to distribute the ball such as; rolling, throwing etc. are permitted in place of a punt.  Goal Kicks may travel past the midfield line.  Offside Rule will be enforced.  NO overtime periods during regular season games. A tie in a Regular Season game remains as a tie. Ties in Tournament games will be broken. See over time section at the end of the document.  Any team that forfeits three games in a season or two games in a row will automatically be removed from the league. Games forfeited due to multiple Red Cards will count. No refund of fees will be granted.  Players may play for only one team in the league.  The governing body rules on player/manager/spectator conduct and suspension.  League Standings will determine seeding for Post Season Tournament Brackets. Tournament brackets will be seeded based on each team’s total end of season points. Win = 6 Points Lose = 0 Points Tie = 3 Points Shutout = 1 Point Red Cards = 2 Point Deduction Forfeit = 1-0 Win (No shutout awarded) Tie Breaker Criteria (In Order): 1) Head to Head - All play 2) Head to Head - Two Only 3) Goal Differential – Two Only (total goals scored minus total goals allowed) 4) Goal Differential – All Play (total goals scored minus total goals allowed) 5) Fewest Goals Allowed - Amongst tied teams 6) Goals Scored - Amongst tied teams 7) Coin Toss Post Season Overtime Tournament overtime will consist of:  Ten (10) minutes of Sudden Death OT play – 1st team to score wins.  If no score has been made at the end of the 10 min OT and score remains tied, game advances to a shoot-out.  Shootout Format – Five shooters from each team. Any player will be eligible to shoot, including keepers.  Alternating kicks between teams.  If a game is still tied after five shooters from each team, the game will advance to a sudden death shootout consisting of five NEW shooters.  First to fall behind in sudden death shootout loses. The Oconee County Parks and Recreation Department will be the governing body of this league and will have final authority concerning all rules and decisions. All rules and guidelines for each league are subject to change by OCPRD during regular and post season.
