Page 1 of 1 MINUTES TRANSFER OF DEVELOPMENT RIGHTS STUDY COMMITTEE MEETING Thursday, December 11, 2008 Oconee County Civic Center 7:00 p.m. Members Present: Melba Cooper, Delmar Finco, Albert Hale, Gene Higginbotham, Chuck Lee, Sam Mitchell, Russ Page, Thomas Verner Others Present: Stacy Jones (Facilitator – Carl Vinson Institute of Government), Wayne Provost (Director – Strategic & Long-Range Planning Dept.), Melvin Davis (Chairman – Oconee County Board of Commissioners) Stacy Jones called the meeting to order at 7:04 p.m. Melvin Davis thanked the Committee members for their work and dedication to this complex issue. He answered questions regarding the timing for the Board of Commissioners to consider the Committee’s recommendation, about the status of the County budget & revenues, and other issues. The minutes of the November 13th meeting were unanimously approved as written. The Committee reviewed and discussed the draft summary (prepared by Russ using comments from members). Some additional points and minor modifications to some existing paragraphs were agreed on. Russ took notes and will forward the revised summary to Wayne for distribution. Wayne will investigate the potential cost range for a consultant to research the County’s specific needs, issues, etc. and to prepare a TDR ordinance specifically for Oconee County. We anticipate that the Board of Commissioners will want to know roughly what the cost would be. Each member will contact the five Commissioners to promote the TDR concept and will also talk to some interested contacts about doing the same, (promoting the TDR issue to the Commissioners). Once a date is set for this to be on the Board of Commissioners’ agenda, Russ will remind members to work on the task listed in the previous paragraph.
