Page 1 of 1 MINUTES TRANSFER OF DEVELOPMENT RIGHTS STUDY COMMITTEE MEETING Thursday, September 18, 2008 Oconee County Civic Center 7:00 p.m. Members Present: Clay Bryant, Delmar Finco, Philip Freshley, Albert Hale, Gene Higginbotham, C. Wayne Jordan, Chuck Lee, Sam Mitchell, Russ Page, Ed Perkins, Linda Carol Porterfield, Bob Smith, Brian Tomlinson, Thomas Verner Others Present: Stacy Jones (Facilitator – Carl Vinson Institute of Government), Wayne Provost (Director – Strategic & Long-Range Planning Dept.), Jeff Dorfman, Sarah Bell Stacy called the meeting to order at 7:02 p.m. The minutes of the August 21, 2008 meeting were approved as written. Professor Jeffrey Dorfman, from UGA Agricultural & Applied Economics Department, presented a PowerPoint lecture: “TDRs in Oconee County – The Issues.” (Copy attached.) The presentation covered numerous aspects of TDRs in general and many considerations which would apply directly in Oconee County. This was an extremely informative talk, with extensive questions & answers and discussion between Committee members, Staff and Professor Dorfman. The Committee may want to hear from some residential & commercial developers as to what kinds of incentives (other than density bonuses) would make a TDR program attractive to developers. The next meeting will be on Thursday, October 16, 2008 at 7 p.m. at the Oconee County Civic Center. The speaker will be Chris McCauley, formerly of the Chattahoochee Hill Country Conservancy.
