Page 1 of 1 MINUTES IMPACT FEES STUDY COMMITTEE MEETING Tuesday, August 19, 2008 Oconee County Civic Center 7:00 p.m. Members Present: Ken Beall, Bob Cain, Billy Crozier, Doug Dickens, Amrey Harden, Penny Mills, Russ Page, Warren, Chuck Williams Others Present: Gordon Maner (Facilitator – Carl Vinson Institute of Government), Wayne Provost (Strategic & Long-Range Planning Director), Bill Ross (Ross & Associates), BR White (Director – Oconee County Planning Dept.), Guy Herring (Director – Barrow County Planning & Development), Kate McDaniel, Sarah Bell Gordon Maner called the meeting to order at 7:00 p.m. Gordon reviewed the ground rules. He thanked the committee members for allowing him to keep the sessions on track and hoped that no one has been offended by his efforts in that regard. The minutes of the July 22nd meeting were approved as written with no comments or changes. Guy Herring, Barrow County’s Planning & Development Director, shared Barrow’s experience with considering impact fees and its decision to not adopt (see attached handout). Guy answered questions from Committee members. The Committee discussed the remaining work from the Board of Commissioners “charge” to the group (scope of work). Bill Ross answered a number of general questions about impact fees. The group agreed to appointment of a subcommittee to work up the answers to the questions and a list of good and bad aspects regarding impact fees per the scope of work. Ken Beall & Russ Page will serve. Wayne will send out an e-mail and make calls requesting comments from all members. He will then meet with Ken and Russ to incorporate comments, including any additions to the list of questions, into a draft report which will be sent out to the Committee for discussion/finalization at our September meeting. Also, Committee members can give their comments to spokesmen (Ken or Russ) if they desire. These will be forwarded to Wayne along with Russ & Ken’s comments. The next meeting will be on Tuesday, September 16, 2008 at 7 p.m. at the Oconee County Civic Center.
