ARTICLE XII CERTIFICATION OF DEPARTMENT PAYROLLS Section 1. Paragraph 1. The Human Resource Director shall examine payrolls from time to time to determine that they conform with the city ordinances and these Career Service Rules and Regulations. Paragraph 2. No new employee may be hired in a position covered by these regulations, and no employee may be changed in pay, title, or status, nor shall any employee be paid any compensation by the city unless the employee has been certified by the Human Resource Director as being eligible under these Career Service Rules and Regulations and other applicable law.
