Murray City Flooding Plan 2011 1 I P a g e 1. Pre-mitigation events a. Coordination with Salt Lake County is on-going for sand, bags, and equipment. b. The pump in the Avenue office building area has been repaired and improved. c. All other pumps and storms drains have been inspected and cleaned. Balls will be placed in strategic locations to prevent the creek and ground water from entering streets through manholes. d. Sand bags will be placed in known areas of flooding on public property. Private property owners will be responsible for the placement of sand bags on their own property. The low spot in the Murray Park arboretum, that allowed water last year to flood the Avenue area, will be sandbagged. e. The foot bridges in Murray Park will be removed in mid-May and will not be restored until after flooding subsides. f. Pallets will be obtained for placement of filled sand bags at staging area. g. A pre-mitigation public information meeting will be held on Tuesday, April 26 at 7:00 pm in the Hillcrest Jr. High School auditorium. Approximately 800 property owners bordering Little and Big Cottonwood Creeks will be mailed an invitation letter, as well as, be invited with a Reverse 911 phone call. Others to be invited to this meeting are emergency management leaders from local church organizations. h. A Murray City volunteer sand bagging day will be organized on May 7 and 14 from 8:00 am to 12 noon at the staging area. Staff will be available to register and coordinate filling and placement of sand bags. i. Salt Lake County will deliver sand and bags at neighborhood locations on an as- needed basis. If they get a request that is not at a known problem location, they will send someone to assess the site before delivering large quantities of materials. There are now several of these neighborhood sand piles with bags in known problem areas and more can be added by request. Requests can be made to Salt Lake County Public Works dispatch at [PHONE REDACTED]. Also, residents may stop at the County Public works location (7125 South 600 West) and pick up 25 filled bags and then fill additional bags on their own if they want more than 25. j. The Mayor’s office will provide press releases for these pre-mitigation events. 2. Staging area a. The Murray Park amphitheater parking lot (5300 S. 495 has been designated as one-of-two staging areas for Big and Little Cottonwood Creek operations. The other is Cottonwood Heights Elementary School. b. Salt Lake County will supply sand and sand bags, at no cost, to the staging area. c. The Fire Department will obtain a “salamander system” to register and track volunteers at the staging area. ---PAGE BREAK--- Murray City Flooding Plan 2011 2 I P a g e d. Portable toilets will be placed at the staging area by May 7. e. A request for donated water bottles will be made for use at the staging area. 3. Volunteers a. Phil Roberts will be the Volunteer Coordinator during the flooding operation. b. There will be volunteer sandbagging days on May 7 and 14 (see pre-mitigation events) c. Volunteers will be registered and tracked using the “salamander system”, where possible. d. Volunteers and service organizations, such as church groups, will be invited to the pre-mitigation meeting and may participate in pre-mitigation events. They will also be contacted, using Reverse 911, if needed during flooding event. 4. Public Information a. The following individuals have been designated as contacts for Murray City: i. Overall Event – Randy Willden, Emergency Mgmt Coordinator (801-631- 8878) ii. Press – Jan Wells, Chief of Staff ([PHONE REDACTED]) iii. Sand Bags – Russ Kakala, Street Superintendent ([PHONE REDACTED]) iv. Volunteers – Phil Roberts, Fire Marshall ([PHONE REDACTED]) b. City Website i. Pre-mitigation information will be posted ii. Report-a-problem will be updated with contact information iii. A link to the County site will be posted c. Radio AM760 will be updated with pre-mitigation information 5. Communications a. Reverse 911 will be updated with staff and elected official phone numbers. Volunteers or property owners may opt-in to Reverse 911 and will be told about this at the pre-mitigation meeting. Reverse 911 will notify these individuals of early flood warnings and occurrences. 6. Other a. Document, Document, Document b. EOC will be activated by Incident Commander, if necessary. c. Emergency Declaration will be declared by Mayor, if necessary. 7. Issues needing further discussion a. Funding? Currently, no funds are available. b. Use of Muscle Wall c. Murray Park closure d.
