Promotions Promotions in the Public Safety system are made based on ascertained merit, seniority, and competitive examinations. Eligibility is determined by the Personnel Advisory Board and where applicable vacancies are filled by promotion from the next lower position in rank. Notices of examinations for promotions are posted for at least thirty days in a prominent place in the department. If you want to apply for a position that is posted, you must apply in writing within the thirty-day period.
