JOB DESCRIPTION Title: STORM WATER COMPLIANCE INSPECTOR Department: Public Services/Storm Water Class Code: 3470 FLSA Status: Non-Exempt Effective Date: July 1, 2009 (Rev. 12/2013) Grade Number: 16 GENERAL PURPOSE Under general supervision from the Storm Water Supervisor, performs semi-skilled and skilled maintenance work and equipment operation and assists with the Storm Water Management Plan. EXAMPLE OF DUTIES Conducts construction and site inspections for compliance with site UPDS permits, land disturbance permits and City Storm Water Management Ordinance. Collects discharge samples from businesses both commercial and industrial to ensure compliance to Federal, State and City Regulations. Operates and maintains sampling equipment. Sends samples to laboratory for analysis. Maps and diagrams storm water structure and line locations; collects related data; logs jobs completed and coordinates information with GIS division; may provide Blue Stake locations for storm drain. Coordinates compliance with public works construction and building inspectors. May function as a leadworker, on a limited basis. Performs all functions of a Maintenance Equipment Operator II when deemed necessary. Removes snow; assists in flood control operations and storm drain maintenance; may lay asphalt and pour cement; cuts weeds. ---PAGE BREAK--- Operates light, medium and heavy equipment; operates single axle dumptrucks, ten wheel dumptrucks, power brooms forklifts, jackhammers; operates semi-trailer and transport, front-end loader, backhoe and roller; road graders; operates sewer T.V. truck and sewer flushing equipment, etc. Performs related duties as assigned. MINIMUM QUALIFICATIONS Education and Experience Graduation from High School or completion of GED or equivalent plus three years of streets and drainage system construction, maintenance or repair experience, at least two years of which must have been in a position equivalent to an Equipment Operator I or any equivalent combination of education and experience which produces the required knowledge, skills and abilities. Special Requirements Must have a valid Utah Commercial Driver License. Must have a valid UDOT flagman Certification Card. Performs duties on trouble truck and must be generally available and respond to emergency "call outs" at any time of day, year-round, regardless of weather conditions. Necessary Knowledge, Skills and Abilities Considerable knowledge of storm water systems, management, methods, materials, City Storm Water Management Ordinance and applicable county, state, and federal regulations. Ability to read and interpret plans and specifications. Ability to establish and maintain effective working relationships with employees, contractors, other departments, property owners and the public. Thorough knowledge of equipment operating principles and procedures; thorough knowledge of the hazards and safety precautions relating to equipment operations; thorough knowledge of maintenance operations; skill in the operation of all equipment. Ability to follow standard safety practices and procedures common to equipment operation; ability to follow written and oral instructions; ability to communicate effectively, both verbally and in writing. ---PAGE BREAK--- TOOLS & EQUIPMENT USED May include motorized vehicles and equipment, including backhoe, loader, dump truck, pickup truck, utility truck, street sweeper, street roller, man-lift, tamper, plate compactor, compressors, sanders, generators, common hand and power tools, shovels, wrenches, saws, weed trimmers, electronic motors, pumps, compressors, generators, ditch witch, miscellaneous hand and power tools, shovels, wrenches, radio, phone, personal computer including word processing and data base software.
