JOB DESCRIPTION Title: WEB TECHNOLOGIES PROGRAMMER/ANALYST Department: Information Systems Class Code: 1823 FLSA Status: Exempt Effective Date: October 1, 2008 Grade Number: 23 GENERAL PURPOSE Under general supervision from the Information Systems Director, performs complex professional work in systems analysis and programming. The web technologies programmer/analyst’s role is to coordinate, implement and integrate the City’s Web sites, services, and applications for the purpose of smooth business-to-business and business-to- customer transactions. This includes the development of web-based strategies for leveraging organizational procedures and processes via the Intranet and Internet. This individual is also responsible for working closely with applications development staff to ensure the design, implementation, and administration of the City’s web applications are consistent with the existing applications and directions. Understanding of a variety of Web development languages is required. EXAMPLE OF DUTIES Competent to work at a very high level of all technical phases of programming, application development, and related duties of a programmer analyst. Works on own most of the time. Works with numerous languages and commands including RPG IV/ILE, Windows, UNIX, Web programming, and other related languages as necessary. Responsible for the development and maintenance of complex computer programs and applications. Analyzes current methods, clearly defines problems and recommends solutions. Assists in the development of hardware and software specifications. Develops and implements computer solutions. Develops computer programs according to defined requirements, tests and debugs programs, provides follow-up and maintenance to insure continuous user satisfaction, develops detailed system and user documentation. Researches, examines, evaluates and makes reports and recommendations on complex preprogrammed application programs such as from vendors or other users. ---PAGE BREAK--- Works closely with I.S. Director, peers, users, technical support personnel and technical personnel in other organizations. Attends seminars, classes and other technically oriented meetings, works with technical manuals to solve problems and remain current with new skills. Works directly on midrange computer systems, personal computers, workstations, and all related peripheral devices. Works with hardware, software and communication protocols necessary to effect necessary communication between various systems and devices. Performs problem solving activities on both software and hardware systems. Assists others in defining problems and effecting corrective action to restore desired operating levels. Trains users and other peers in use of appropriate application programs and systems. * – Conducts research into current and emerging Web technologies and issues in support of e- business/e-commerce efforts. Performs related duties as required. MINIMUM QUALIFICATIONS Education and Experience Graduation from college or university with a Bachelor's degree in computer science, or a related field and two years of experience in programming or systems design OR any equivalent combination of education and experience. Special Requirements None Necessary Knowledge, Skills and Abilities Proficiency in most of the following: Microsoft .Net Technology, Ruby on Rails, Enterprise Java Beans, Client/Server Database Applications, Unique File Format Parsing, API Creation, Protocol Design, Embed Systems, Real-Time Applications, Custom Web Site Design & Development, Creative graphic design, Major database programming (DB2, Sybase, Oracle, Microsoft SQL, SSL and securing webpages, AVI, Java Applications, XML Web Services, Image Maps, Electronic Forms, Chat Rooms (Custom Java Chat Clients or HTML-Based), Custom message boards, Flash and gif animations, Real Audio/Video, Shockwave, CGI Scripting, Cold Fusion and ASP scripting, JavaScripting, Internet consulting, Custom online catalogs and secure credit card ordering, Custom shopping carts, User-friendly web-based custom managerial tools. Experience with IBM DB2 database interfacing preferred. Excellent understanding of IT/Web infrastructure, communications, marketing, and customer service principles. ---PAGE BREAK--- Hands-on experience with software design practices, relational databases, and data-driven Web applications. Sensitivity to browser compatibility issues. Proficiency with IBM WebSphere Application Server preferred Profidiency in at least on of the following languages: C, VB, Java (EJB, JSP, Servlets,), SQL Proficiency in all phases of programming, system analysis and system implementation; knowledge of documentation requirements and skill in technical writing. Ability to communicate effectively both orally and in writing with both technical and non technical people. Ability to design and implement jobs; ability to implement and maintain various modules of systems software, ability to recognize, analyze and solve program and procedural problems. Collaborate with database administrator to integrate databases with data-driven Web applications Collaborate with Web development staff and software designers to create graphical user interfaces, Web forms, and so on for company sites. Develop and launch web transaction-based applications. Install, test, deploy, and document Web applications using the appropriate tools Collaborate with city departments and systems to create graphical user interfaces, Web forms, and so on for company sites. TOOLS & EQUIPMENT USED Personal computer, including word processing and spreadsheet software; mainframe computer system; fax and copy machine.
