1 UDOT Region 2 Construction Update – Thursday, April 30 2009 Salt Lake, Summit and Tooele Counties UDOT Region 2 MYTH: UDOT avoids doing night work that would complete construction projects earlier with less impact on the public. REALITY: The Salt Lake County Health Department and individual municipalities must grant a permit for any night work to take place. UDOT must prove the night work is necessary for the project to be completed. Safety, noise and cost are taken into consideration when granting a night work permit. The following information outlines UDOT Region 2 road construction and maintenance activities that may result in traffic delays or road closures. For your convenience, new information and upcoming traffic impacts appear in red text on the hard copy. Short term, continuing impacts are listed in green. Salt Lake County FREEWAY PROJECTS Interstate 15 I-15, 500 NORTH TO THE NORTHERN I-215 CONNECTION; EXPRESSLink EXPRESSLink will add an Express Lane in each direction and replace bridges at 800 North, 1100 North and U.S. 89. UPCOMING: All traffic will switch to the northbound lanes (east side) of the freeway in early May. In preparation for the traffic switch, UDOT will restrict northbound I-15 to one lane between 500 North and I-215 from 10:00 p.m. to 5:00 a.m. Monday May 18 and Tuesday May 19. Southbound I-15 will then be restricted to one lane from 10:00 p.m. to 5:00 a.m. the following Tuesday May 26 and Wednesday May 27. Motorists are advised to use alternative routes such as Legacy Parkway, I-215, and I-80. ONGOING General impacts: Single lane closures during non-peak times daily; single and double lane closures at night. Prepare for multiple short-term lane closures during this operation. CONTINUING Work continues on the northbound I-15 shoulder near 11400 S. in preparation for upcoming widening and traffic shift. WHERE: I-15 at 11400 South WHEN: --Mondays through Saturdays from 7 a.m. to 6 p.m. with schedules subject to change and occasional night & weekend work. --Completion is anticipated in fall 2010. WHAT: Watch for ongoing shoulder work and occasional short term lane closures on I-15 between 12300 South and 11400 South for the duration of the project. WHY: Crews will construct a new I-15 interchange at 11400 South with new auxiliary lanes northbound and southbound between 11400 South and 10600 South. The dates listed are estimated and may change as construction progresses OVERVIEW WHERE: I-80 from State Street to 1300 East WHEN: Daytime and nighttime hours through fall 2009 (nighttime work will take place only when necessary) WHAT: Traffic has switched to the north side of the freeway westbound lanes open at all times eastbound lanes open daily during peak hours --Eastbound I-80 restricted to 2 lanes Monday through Thursday during off-peak hours WHY: This project adds one general purpose lane in each direction throughout the corridor and auxiliary lanes, from interchange to interchange, on I-80 between State Street and 1300 East. Full bridge replacements are underway for the 300 East, 500 East, 600 East, 900 East and Highland Drive structures, along with a bridge deck replacement at State Street. NOTE: --Please use caution and pay attention to your surroundings when traveling through the work zone. Traffic flows can slow abruptly. --Oversized loads are restricted through the area. Due to narrowed lanes, large truck traffic is encouraged to use alternate routes --Watch for construction vehicles entering and exiting the construction zone. --Slow down! The speed limit is 55 mph through the construction zone. From mid March, 2008 through March 21, 2009, UHP has issued more than more than 2,714 traffic citations for speeding in the I-80 work zone, with 389 tickets issues since April 23, alone. Increased patrolling by UHP has decreased accidents significantly, with 29 crashes reported in the work zone through March ’08 and only 9 minor crashes reported through March ’09. I-215 WEST AT 3100 SOUTH, UTA TRAX BRIDGE WHERE: I-215 from 3500 S to SR 201 WHEN/WHAT: Friday, May 1 at 10 p.m. traffic on I-215 will be reduced to 2 lanes each direction. Saturday, May 2 at 9 p.m. UTA will set up equipment in the defined work zone. At 10 p.m. SB I-215 will be closed. At 11 p.m. NB will be closed. Sunday, May 3 at 9 a.m. traffic will open to two lanes each direction Monday, May 4 at 5 a.m. all lanes open WHY: Placement of girders for TRAX bridge over I-215 Eastbound detour: Exit on eastbound 3500 S to Redwood Road, and proceed north to SR-201. Southbound detour: Exit westbound on SR 201 to southbound Bangerter Highway and east on 4700 S to I-215. I-215 WEST, 3500 SOUTH FREEWAY RAMP UPCOMING: The 3500 S eastbound to northbound I-215 ramp will be closed in early May so crews bridge deck repair. The speed limit has been reduced to 25 mph. Flaggers may occasionally stop traffic to accommodate construction activities. Be aware of trucks and heavy equipment entering the roadway. Although crews will work to mitigate noise as much as possible, equipment may produce loud noise from 7:30 a.m. to 6 p.m. in this area. Watch for intermittent one-way flagging operations. UDOT will increase shoulder work from 1300 W. to 3600 W. as crews prepare for upcoming traffic shift by paving and striping in this area. LOCAL GOVERNMENT / PERMIT PROJECTS The following projects are under the direction local governments with UDOT oversight or private projects that have received permits for work in UDOT right-of-way. UTAH TRANSIT AUTHORITY (UTA) PROJECTS UTA is under construction on several new TRAX extensions that will connect the existing TRAX light-rail lines to new Salt Lake International Airport, Mid-Jordan (Murray, Midvale, West Jordan and South Jordan), and West Valley lines.
