1 UDOT Region 2 Construction Update – Thursday, May 21, 2009 Salt Lake, Summit and Tooele Counties The following information outlines UDOT Region 2 road construction and maintenance activities that may result in traffic delays or road closures. For your convenience, new information and upcoming traffic impacts appear in red text on the hard copy. Short term, continuing impacts are listed in green. To get additional information on these and other Region 2 projects in Salt Lake, Tooele and Summit County, visit www.udot.utah.gov and click on “Projects and Studies.” *All work schedules are subject to changes due to weather, emergency or equipment issues. **HIGHLIGHTS IN THIS ISSUE** • Guardsman’s Pass opens between Park City and Midway • Work set to begin on 2300 East and Echo Bridges • Traffic lanes will shift on I-15 from 500 North to the I-215 connection Salt Lake County FREEWAY PROJECTS Interstate 15 I-15, 500 NORTH TO THE NORTHERN I-215 CONNECTION; EXPRESSLink EXPRESSLink will add an Express Lane in each direction. General impacts include over-night and non-peak daytime lane closures throughout the project area. Big changes coming: Traffic shift, ramp closures and reversible lanes All traffic will switch to the northbound lanes (east side) of the freeway Starting June 4, The 2300 North and 900 West southbound on- and off-ramps will be closed until fall 2009. Reversible lanes will provide • Three lanes southbound, two lanes northbound for the morning commute • Three lanes northbound and two lanes southbound for the evening commute Reversible lanes REDUCE: • Construction drive-through delay for commuters (Motorists should expect some delay) • Project duration • Your costs as a road user Nighttime lane closures: WHERE: 500 North to Beck St. Bridge WHEN: Wednesday May 27 10 p.m. to Thursday May 28 at 5 a.m. WHAT: Two lanes closed ne northbound lane open 600 N and 2300 N ramps closed WHERE: Beck St. Bridge to the I-215 connection ---PAGE BREAK--- 2 WHEN: Thursday May 28 at 10 p.m. to Friday May 29 at 5:00 a.m. WHAT: Two northbound lanes closed, one lane open. WHY: Traffic switch and restriping NOTE: Lane configuration will shift each night! Lane closures and traffic switch work will also occur June 3 and 4. ONGOING WHERE: I-15 at the U.S. 89 Bridge WHEN: All hours through November 2009 WHAT: Northbound single lane closure WHY: Construction of the new U.S. 89 Bridge Motorists should expect some delay and are advised to use alternate routes such as Legacy Parkway, I-215, and I-80, or vary commute times. NOTE: Use alternate route if possible WHERE: I-15 northbound / southbound from 12300 South to 10600 South WHEN: Tuesday & Wednesday nights, May 26-27 from 10 p.m. through 4 a.m. WHAT: I-15 restricted to 3 lanes with closure of HOV and far left lanes WHY: Crews are switching northbound lanes to the west to prepare for bridge demolition and replacement, and widening the freeway WHERE: I-15 at 11400 South WHEN: Late May / early June WHAT: HOV lane closure northbound / southbound on I-15 WHY: High mast lighting installation CONTINUING WHERE: 12300 South northbound on-ramp to I-15 WHEN: Saturday, May 16 (this will last for several months) WHAT: The ramp meters will be turned off WHY: To accommodate lane shifts at 11400 South NOTE: Watch for traffic congestion between 12300 South and 10600 South ONGOING WHERE: I-15 at 11400 South WHEN: --Mondays through Saturdays from 7 a.m. to 6 p.m. with schedules subject to change and occasional night & weekend work. --Completion is anticipated in fall 2010. WHAT: Watch for ongoing shoulder work and occasional short term lane closures on I-15 between 12300 South and 11400 South for the duration of the project. ---PAGE BREAK--- 3 WHY: Crews will construct a new I-15 interchange at 11400 South with new auxiliary lanes northbound and southbound between 11400 South and 10600 South. Tang 2003 Interstate 80 I-18 AT 2300 EAST, BRIDGE CONSTRUCTION AND REPLACEMENT WHERE: I-80 at 2300 East WHEN: Work begins June 15 Placement, late September WHAT: New bridges will be constructed next to the existing structures, and then slid into place following the demolition of the old bridges. I-80 AT LAMBS CANYON AND MT. DELL IN PARLEYS CANYON, MAINTENANCE WHERE: I-80 at Lambs Canyon and Mt. Dell WHEN: --Tuesday through Friday, May 26-29 from 9 p.m. to 6 a.m. WHAT: I-80 westbound restricted to 2 lanes at 9 p.m. and 1 lane at 10 p.m., beginning east of Lambs Canyon structure and moving west as work is completed in each area. WHY: Maintenance D. Mayhew—2580 I-80, STATE STREET TO 1300 EAST & CROSS STREETS NEAR I-80; LANE ADDITIONS & BRIDGE REPLACEMENTS UPCOMING WHERE: State Street under the I-80 Bridge WHEN: --Beginning Sunday, May 17 --Sunday through Thursday nights from 9 p.m. to 6 a.m., through June WHAT: State Street restricted to 1 lane beneath the I-80 Bridge WHY: Bridge girder painting WHERE: Morris Avenue at State Street WHEN: This operation has been postponed WHAT: Morris Avenue closed at State Street WHERE: Robert Avenue (immediately north of I-80), from 400 East to 500 East WHEN: --Friday, May 22 from 7 a.m. to 6 p.m. WHAT: Full closure during the hours listed WHY: Waterline work NOTE: Intermittent daytime closures will be necessary to accommodate asphalt paving through Friday, May 29 ---PAGE BREAK--- 4 CONTINUING WHERE & WHEN: State Street eastbound on-ramp to I-80—closed through late summer ‘09 State Street westbound on-ramp to I-80—closed through summer ‘09 700 East eastbound on-ramp to I-80—closed through early fall ‘09 700 East eastbound off ramp from I-80—closed through summer ‘09 1300 East loop ramp to westbound I-80—closed through summer ‘09 WHY: To facilitate freeway reconstruction and bridge deck placement NOTE: Ramp dates are subject to change due to weather and construction issues. The dates listed are estimated and may change as construction progresses OVERVIEW WHERE: I-80 from State Street to 1300 East WHEN: Daytime and nighttime hours through fall 2009 (nighttime work will take place only when necessary) WHAT: Traffic has switched to the north side of the freeway westbound lanes open at all times eastbound lanes open daily during peak hours --Eastbound I-80 restricted to 2 lanes Monday through Thursday during off-peak hours WHY: This project adds one general purpose lane in each direction throughout the corridor and auxiliary lanes, from interchange to interchange, on I-80 between State Street and 1300 East. Full bridge replacements are underway for the 300 East, 500 East, 600 East, 900 East and Highland Drive structures, along with a bridge deck replacement at State Street. NOTE: --Please use caution and pay attention to your surroundings when traveling through the work zone. Traffic flows can slow abruptly. --Oversized loads are restricted through the area. Due to narrowed lanes, large truck traffic is encouraged to use alternate routes --Watch for construction vehicles entering and exiting the construction zone. --Slow down! The speed limit is 55 mph through the construction zone. From mid March, 2008 through March 21, 2009, UHP has issued more than more than 3,000 traffic citations for speeding in the I-80 work zone. Increased patrolling by UHP has decreased accidents significantly, with 29 crashes reported in the work zone through March ’08 and only 9 minor crashes reported through March ’09. Fines for speeding in this area have been enhanced. WARNING: The loop ramp at 1300 East is closed through summer, 2009, to maintain safety for drivers and workers on the project. Drivers who use the loop ramp during that time will be ticketed (with fines reaching $600). For additional information on both SR 201 projects, please call [PHONE REDACTED] or email [EMAIL REDACTED] SURFACE STREET PROJECTS State Street STATE STREET TRAX BRIDGE, 7800 SOUTH TO 8000 SOUTH, BRIDGE REPLACEMENT ONGOING WHERE: State Street in the construction zone WHEN: Wednesday, May 4 through end of May during daylight hours Traffic restrictions begin on Monday, May 11 WHAT: State Street restricted to 1 lane in each direction with short-term access closures as crews move along the roadway WHY: Crews will place a seal coat on the roadway surface, restripe lanes, paint and perform landscaping activities to complete the project OVERVIEW WHERE: State Street from 7800 South to 8000 South WHEN: Daylight hours through Spring 2009 WHAT: Limited ongoing traffic restrictions WHY: Reconstruction of the TRAX Bridge includes roadway reconstruction and widening, and drainage improvements. Farah -2590 Redwood Road SR 68, BANGERTER TO SARATOGA SPRINGS, WIDENING AND RECONSTRUCTION Watch for lane shifts and one-way flagging along the project route. CONTINUING WHERE: Intersection of SR 68 & SR 73 WHEN: Currently WHAT: --Traffic switches begin on both roads with traffic restricted to 1 through lane and 1 left turn lane in each direction WHY: Intersection reconfiguration ---PAGE BREAK--- 6 WHERE: Redwood Road from Bangerter to 400 South in Saratoga Springs WHEN: Currently WHAT: --Watch for intermittent lane restrictions with flaggers directing traffic WHY: Crews are working at various locations along the roadway OVERVIEW WHERE: Redwood Road from Bangerter Highway to 400 South in Saratoga Springs WHEN: Weekdays during daylight hours with anticipated completion in fall 2009 WHAT: --Watch for shoulder closures on northbound and southbound Redwood Road --Be prepared to stop for flagging operations as trucks and heavy equipment enter and leave the roadway through October WHY: This project will widen Redwood Road to 2 lanes in each direction with a center median, shoulders, bike lanes throughout and wildlife crossings in high-impact areas NOTE: --Speed limits have been reduced to 55 mph in the project limits with fines doubled for violations --Watch for trucks and heavy equipment entering and exiting the roadway. Van Jura – 2560 UPCOMING: WEST TEMPLE, 500 SOUTH AND 600 SOUTH, RESURFACING Mid May: West Temple will be resurfaced from 400 S to 900 S; 500 S and 600 S will be resurfaced from 200 West to State Street. Expect weekend one-block full closures. Business properties will be accessible during this work. Watch for variable lane shifts during non-peak hours. Reversible travel lanes have been implemented and provide: • Two lanes southbound, one lane northbound for the morning commute • Two lanes northbound and one lane southbound for the evening commute NOTE: The speed limit has been reduced to 35 miles per hour in the work zone and will be enforced by local law enforcement. For project information, call 1 888 424- 6442 or 888-4 Bingham. 10400 SOUTH 10400 SOUTH, BANGERTER HIGHWAY to REDWOOD ROAD; WIDENING Traffic is restricted to one lane in each direction where construction is occurring. The speed limit has been reduced to 25 mph. Flaggers may occasionally stop traffic to accommodate construction activities. Be aware of trucks and heavy equipment entering the roadway. WHERE: 3200 West intersection WHEN: Now through Monday May 11 WHAT: Southbound leg of the intersection is closed WHY: Concrete paving ---PAGE BREAK--- 8 Weather has slowed concrete paving. A number of construction activities are happening at 2700 West – proceed with caution. Van Jura – 2560 Canyons GUARDSMAN’S PASS FROM PARK CITY BRIGHTON, PARTIALLY OPEN WHERE: Guardsman’s Pass from Park City to Brighton WHEN: Currently through spring 2009 WHAT: Guardsman is now open from Park City to Midway. Reopening of the entire length of Guardsman’s Pass is projected for mid June WHY: Snow and icy conditions have made the road impassable. The road will reopen again this spring as warmer temperatures make it passable once again. G. Priskos, 2330 MIRROR LAKE HIGHWAY (SR 150), CLOSED WHERE: Mirror Lake Highway (SR 150) WHEN: Full reopening of Mirror Lake Highway is currently projected for Mid June WHAT: Mirror Lake Hwy is closed for the season ---PAGE BREAK--- 9 WHY: Snow and icy conditions have made the road impassable. The road will reopen again this spring as warmer temperatures make it passable once again. T. Page, 2370 EAST CANYON (SR 65), OPEN WHERE: East Canyon Road, SR 65 WHEN: Open for the season WHAT: East Canyon Road has reopened for the season. WHY Warmer weather has melted the snow to once again make the road passable. The road will close again late next fall as weather conditions make the road unsafe to travel. LOCAL GOVERNMENT / PERMIT PROJECTS The following projects are under the direction local governments with UDOT oversight or private projects that have received permits for work in UDOT right-of-way. UTAH TRANSIT AUTHORITY (UTA) PROJECTS UTA is under construction on several new TRAX extensions that will connect the existing light-rail lines to new Salt Lake International Airport, Mid-Jordan (Murray, Midvale, West Jordan and South Jordan), and West Valley lines. Commuter Rail South, which will extend from Salt Lake to Provo is also under construction. See www.rideuta.com for more information. Mayhew, 2580 ---PAGE BREAK--- 10 I-84, MORGAN COUNTY LINE TO HENEFER, RESURFACING AND RAMP REPAIR WHERE: I-84, Morgan County Line to Henefer WHEN: --Roadway impacts begin Tuesday, May 26 --Regular working hours are Monday through Friday from 7 a.m. to 5 p.m. WHAT: --Watch for intermittent shoulder closures as the project gets underway --Impacts will include I-84 restricted to 1 lane in each direction and brief closure of the Henefer Ramp WHY: Crews laying new pavement and repairing the parapets at the Henefer Ramp D. Mayhew -2580 Park City Area SR 224 & LANDMARK DRIVE NEAR KIMBALL JUNCTION, SUMMIT COUNTY PROJECT CONTINUING WHERE: Ute Blvd., and the Intersection of Ute & SR 224 WHEN: Beginning the week of May 4 during daylight hours WHAT: Friday, May 15 through Thursday, May 21 WHY: Crews will remove asphalt, restripe, pour stamped concrete and install medians OVERVIEW WHERE: SR 224 near Kimball Junction WHEN: Mondays through Saturdays, 7 a.m. to 6 p.m. with anticipated completion this spring. WHAT: Watch for restrictions and backing east of SR 224 on Ute Blvd. and Landmark Drive and impacts at the intersection of Ute Blvd and SR 224. WHY: Crews are completing roadway reconstruction, intersection alignment, traffic signal on Landmark Drive and surrounding roadways along with roundabout installation at Landmark Drive NOTE: To avoid traffic congestion, use the JEREMY RANCH EXIT as and alternate route to and from the Tanger Mall and other businesses in the Landmark Drive area CONTACT: For more information contact the project team at 1-[PHONE REDACTED], or email [EMAIL REDACTED] D. SR-112, SR138 TO RAILROAD TRACKS; WIDENING AND OVERLAY Work will start spring/summer. Completion is scheduled for Oct. 15 2009 SR138, I-80 to SR-36 RUMBLE STRIP SAFETY IMPROVEMENT WHERE: SR-138 between I-80 and SR-36 ---PAGE BREAK--- 11 WHEN: Daylight hours (7AM - 6PM). Work will begin Tuesday (May 19th) near the SR- 36/SR-138 junction and will move south/west completing work at I-80/SR-138 junction Friday (May 22nd) – Schedule subject to change WHAT: Moving operation with intermittent shoulder closures and flagging operations. WHY: Centerline/shoulder rumble strip installation to improve safety and reduce potential for run off road crashes.
