TASK ORDER NO. 1 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MOSCOW, IDAHO AND WELCH, COMER & ASSOCIATES, INC. This Task Order is made this day of 20 and entered into by and between the City of Moscow, Idaho, a municipal corpdration of the State ofldaho (hereinafter "City"), and accepted by Welch, Comer & Associates, Inc. (hereinafter "Engineers"), pursuant to the mutual promises, covenants and conditions contained in the Master Agreement Category 1.a, Water s;;r- and Operations Engineering, between the above mentioned parties dated the J:I". day of , 2017. The Project Name for this Task Order 1 is as follows: CITY OF MOSCOW WELL PUMP REPLACEMENT PROJECT UNDERSTANDING The existing submersible pump in City Well #6 has failed and must be replaced as soon as possible. Having Well #6 off line during the summer months of high water use is problematic, in that it necessitates increased reliance on Wells 2 and 3. Unlike Well 6, Wells 2 and 3 draw from the Wanapum Aquifer which is less resilient to prolonged pumping and has a higher iron content, requiring treatment and filtration. Increasing production from Wells 2 and 3 also requires an increase in the frequency of filter backwashing cycles, which is a water wasting process. To avoid this additional waste, and the potential tightening of summer water use restrictions, the City intends to replace the pump in Well No. 6 and have it back on-line before the irrigation season of 2017 begins. This Agreement will provide for Engineers to prepare the technical specifications for the procurement and installation of the new pump and associated appurtenances. Engineers will also be available on an as-needed basis for consultation during the bidding and installation processes. SCOPE OF WORK TASK 1 - DESIGN SERVICES • Prepare technical specifications for the supply and installation of a new pump, motor, and associated electrical components at the existing Well • • Engage the services of an Electrical Engineer for the electrical specifications . PAGE 1 OF4 ---PAGE BREAK--- TASK 2 - BIDDING ASSISTANCE • • Provide technical assistance in responding to bidder questions during the advertisement period. Review bids if requested . TASK 3 - CONSTRUCTION ASSISTANCE On an as-needed basis, as directed by the City, Engineer will: • • • • • Review product submittals and shop drawings . Provide technical assistance during construction . Conduct site visits if requested Participate in startup/testing if requested . Prepare record drawings if requested ASSUMPTIONS • • • • • • • • • Engineer will be providing technical specifications only. City will provide contract and bidding documents. Technical specifications will be in an EJCDC format. New drawings will not be prepared as part of the bid package; existing drawings may be incorporated. City will advertise, bid the Project, and conduct the bid opening . Existing 200 HP pump/motor will be replaced with a 250 HP pump/motor with winding temperature monitoring. Existing pump starter will be replaced . A soft start and VFD will be included as bid alternates . Existing service cables will be replaced as part of Project. Surge protection will be provided as part of Project. TIME OF COMPLETION AND COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from City by April 1, 2017 and resulting in Design Phase Services to be completed by April 30, 2017. An NTP issued on a different date will change the schedule accordingly. PAGE20F4 ---PAGE BREAK--- The Not-To-Exceed amount to complete all services listed above for this Task Order No. 1 is sixteen thousand four hundred fifty dollars ($16,450). ENGINEERS Rate Schedule details are set out in the attached Exhibit No compensation will be paid over the Not-To-Exceed amount without prior written approval by City in the form of a Change Order. invoices shall be billed for time actually spent on the Project. Any and all travel will only be reimbursed if pre approved by the Project Manager, and only per City Travel Policy. Reimbursable expenses will be paid at cost and only if pre-approved by the Project Manager, and accompanied by an itemized receipt. Any travel and/or reimbursables paid will be paid as part of the Not-To-Exceed Task Order Total per the Compensation and Completion Schedule above. ENGINEERS CITY Welch Comer & Associates, Inc. Standard Hourly Rates are set f011h in this Exhibit and include salaries and wages paid to personnel in each billing class, plus the cost of customary and statutory benefits, general and administrative overhead, non-project operating costs, and operating margin orprofit. 2.
