RESOLUTION NO. 2016 - 11 A RESOLUTION OF THE CITY MOSCOW, IDAHO, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, GRANTING APPROVAL OF THE CITY OF PULLMAN, WASHINGTON ON BEHALF OF THE PULLMAN-MOSCOW REGIONAL AIRPORT TO FILE ANY ACTION NECESSARY FOR THE USE OF CONDEMNATION PROCEEDINGS FOR ACQUISITION OF LAND REQUIRED FOR AIRPORT'S REALIGNMENT PROJECT; PROVIDING THIS RESOLUTION SHALL BE IN EFFECT UPON ITS PASSAGE, AND APPROVAL. WHEREAS, the City of Moscow ("Moscow") and the City of Pullman, Washington ("Pullman") jointly operate the Pullman-Moscow Regional Airport ("Airport") pursuant to a Joint Operating Agreement dated July 22, 2014; and WHEREAS, in order to retain commercial passenger service, the United States Department of Transportation, Federal Aviation Agency ("FAA") has required Airport to relocate and realign the Airport runway (the "Project"); and WHEREAS, Moscow and Pullman are the designated sponsors for the Airport; and WHEREAS, the FAA requires that the Airport sponsors grant approval for any filing of condemnation actions on behalf of the Pullman-Moscow Regional Airport when necessary to acquire any required land surrounding the airport for the Project; and WHEREAS, the Airport is located in the State of Washington and any legal action for use of condemnation authority must follow the law of the state where such property is located; and WHEREAS, Moscow supports and believes that the airport Project is vital to the economic activity of our region; and NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: City grants approval to the City of Pullman, Washington on behalf of the Pullman-Moscow Regional Airport, to file any action necessary in the State of Washington for the use of condemnation proceedings for acquisition of land required for Airport's realignment project to successfully complete the Project. That this Resolution shall become effective as of the 6th day of June, 2016. PASSED AND APPROVED by the Mayor of the City of Moscow, Idaho, this 6th day of June, 2016.
