RESOLUTION NO. 96- 02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, EXPRESSING THE SUPPORT OF THE CITY FOR THE CONSTRUCTION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF U.S. HIGHWAY 95 AND STYNER AVENUE/LAUDER STREET IN THE CITY OF MOSCOW AND URGING THE IDAHO DEPARTMENT OF TRANSPORTATION TO EXPEDITE THE PROCESS OF REVIEW. WHEREAS, the City intends to complete the Styner Avenue Extension Project, connecting U.S. Highway 95 with State Highway 8 in the summer of 1996; and WHEREAS, the Moscow City Engineer expects the traffic flow from Styner A venue which uses this intersection to increase dramatically when the extension is completed; and WHEREAS, Idaho Transportation Department procedures for warranting traffic signals would not permit construction of a signal at this increasingly busy intersection before 1998;and WHEREAS, such conditions would mean that the intersection will be unregulated for more than one year, creating a hazard to vehicular and pedestrian traffic; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow that the City of Moscow is supportive of the construction of a traffic signal at the intersection of U.S. Highway 95 and Styner Avenue/Lander Street in the City of Moscow in conformance with good traffic engineering practices; and BE IT FURTHER RESOLVED that the Idaho Transportation Board is encouraged to consider construction of a traffic signal at the intersection of U.S. Highway 95 and A venue/Lander Street; and BE IT FURTHER RESOLVED that the Idaho Transportation Board, because of this expected increase in traffic, is encouraged to direct their staff to expedite consideration of construction of a traffic signal at the intersection of U.S. Highway 95 and Styner A venue/Lander Street.
