AGREEMENT FOR PROFESSIONAL WATER CONSERVATION SERVICES BETWEEN CITY OF MOSCOW, IDAHO AND PALOUSE CLEARWATER ENVIRONMENTAL INSTITUTE This Agreement for Professional Water Conservation Services between the City of Moscow, Idaho, a municipal corporation of the State of Idaho, 206 East Third Street, Moscow, Idaho, 83843 (hereinafter referred to as "CITY"), and Palouse Clearwater Environmental Institute a 501(C)3 nonprofit corporation of the State of Idaho, 1040 Rodeo Drive, Moscow, Idaho, (hereinafter referred to as "PCEI"). W I T N E S S E T H : WHEREAS, CITY wishes to implement, within the parameters established by CITY, a Water Conservation Public Information and Education Program (PIE) (hereinafter referred to as "THE PROJECT"); and WHEREAS, it is CITY's intent to hire Palouse Clearwater Environmental Institute (PCEI) to complete THE PROJECT; NOW, THEREFORE, be it agreed, for and in consideration of the mutual covenants and promises between the parties hereto, as follows: SECTION 1: THE PROJECT A. PCEI shall provide professional services for THE PROJECT as outlined in this Agreement in accordance with the terms and conditions of this Agreement and as shown in detail on Attachment B. The Project shall consist of the following and all tasks listed within Scope of Work Phase I and II: I. Communicate the latest news from the Water Department to City clients through the quarterly "Water Matters in the City of Moscow" newsletter. 2. Educate the general citizenry of Moscow about City water conservation policies (including the recent resolution and ordinance, and the proposed progressive rate 3. Create and maintain a visible presence at local events and with local groups to promote good relationships with City clients. 4. Provide high-quality water conservation consultation documenting customer contacts in a data base maintained on a server or FTP site that can be accessed by PCEI and the City. 5. Continue refinement of a comprehensive K-12 water conservation curriculum for City schools. 6. Work closely with students and teachers to increase knowledge of water, water issues, and water policy.
