RESOLUTION 2003- 05 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AUTHORIZING THE AMENDMENT OF THE COMPREHENSIVE PLAN LAND USE MAP (FIGURE 8) TO REDESIGNATE PROPERTY KNOWN AS LOT I, BLOCK 4 OF THE HATLEY ADDITION TO THE CITY OF MOSCOW FROM HIGH DENSITY RESIDENTIAL (HR) TO EXTENSIVE COMMERCIAL (EC); PROVIDING THAT THIS RESOLUTION BE IN EFFECT UPON ITS PASSAGE, APPROVAL, AND PUBLICATION ACCORDING TO LAW. WHEREAS, the Land Use Element of the Comprehensive Plan states that Extensive Commercial areas are those for "motor vehicle oriented businesses and businesses requiring a large amount of land area in relation to the productive floor area" and "located along primary arterial streets where there would be little interruption of local circulation patterns"; and WHEREAS, the subject property is located along a designated collector street and is in very close proximity to a primary arterial street; and WHEREAS, the subject property is owned by an entity that builds and operates from facilities that require a large amount of land area in relation to the productive floor area; and WHEREAS, the subject property is adjacent to land currently designated as Extensive Commercial; and WHEREAS, the Planning and Zoning Commission after the conduct of a public hearing on June 25, 2003 recommended approval of the subject Comprehensive Plan amendment based upon a Reasoned Statement of Relevant Criteria and Standards; and WHEREAS, the Mayor and City Council held a public hearing on this matter on July 21, 2003 and concluded that the subject property is suitable for the Extensive Commercial Land Use designation based upon a Reasoned Statement of Relevant Criteria and Standards; and WHEREAS, Idaho Code Section 67-6509(d) requires that the governing board not consider Comprehensive Plan Map amendments more frequently than once every six ( 6) months; and WHEREAS, the Mayor and City Council have not considered a Comprehensive Plan Map amendment within six months of their December 16, 2002 meeting. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Moscow, Idaho as follows: Resolution 2003-05 Page I of2 ---PAGE BREAK--- That the Comprehensive Plan Land Use Designation of Lot l, Block 4 of the Hatley Addition to the City of Moscow be changed from High Density Residential (MR) to Extensive Commercial and that the Comprehensive Plan Land Usc Map (Figure 8) of the Moscow Comprehensive Plan be so amended.
