2010 Constitution Week Proclamation WHEREAS, in 1787, delegates to the Constitutional Convention in Philadelphia established a Constitution for the new United States of America; and WHEREAS, in recognition of risks associated with concentrated power, those delegates balanced authority among three separate but equal branches: the Executive, Legislative, and Judicial; and WHEREAS, the Framers of our Constitution provided for individuals’ ability to effect political change peacefully through our right to vote; and WHEREAS, the addition of ten amendments constituting the Bill of Rights provided for limits on Federal power and afforded specific protective rights to citizens; and WHEREAS, with ratification by the States, that Constitution became the basis for the government that shapes our Country today; and WHEREAS, by joint resolution in 1952, Congress designated September 17 as Constitution Day and Citizenship Day; and WHEREAS, by joint resolution in 1956, Congress requested that the President proclaim the week beginning September 17 and ending September 23 of each year as Constitution Week; and WHEREAS, over the years, Constitutional amendments have strengthened the protections due all Americans; and WHEREAS, that document drafted in 1787 has become the most enduring written Constitution in world history; NOW THEREFORE, I, Nancy Chaney, Mayor of the City of Moscow, in the State of Idaho do hereby proclaim September 17th through September 23rd, 2010 as Constitution Week and I encourage all citizens to reflect on the rights, responsibilities, and privileges that we enjoy as Americans; to act as informed voters; and to be thoughtfully and constructively engaged participants in this remarkable experiment conceived by our Nation’s Founders.
