RESOLUTION NO. 92-17 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF IDAHO DESCRIBING THE EFFECT OF THE ONE PERCENT INITIATIVE OF PROPERTY TAXATION ON THE REVENUES AND BUDGET OF THE CITY OF MOSCOW, AND THE SERVICES PROVIDED TO THE RESIDENTS OF THE CITY BY THE CITY OF MOSCOW, LATAH COUNTY AND THE PUBLIC EDUCATION SYSTEM AND STATING THE OPPOSITION OF THE MAYOR AND CITY COUNCIL TO SAID ONE PERCENT INITIATIVE. WHEREAS, the 1% Initiative would reduce the City of Moscow's ability to provide services the City Council has found essential and prudent, specifically by forcing reductions in the General Fund by approximately the following amounts: Legislative grants to programs Police Fire Parks and Recreation Library $ 50,000 159,000 20,000 30,000 35,000 WHEREAS, the I% Initiative could so limit services as to jeopardize the public safety and welfare of the City of Moscow; WHEREAS, the I% Initiative would severely limit the quality of public education provided by the Moscow School District to the citizens of Moscow, specifically by reducing funding to public education by approximately 4 million out of 12 million dollars; WHEREAS, the I% Initiative would severely limit services provided to Moscow citizens by Latah County, including the elimination of programs, and support for programs, plus reductions in service totaling $743,000; NOW THEREFORE BE IT RESOLVED THAT the Moscow City Council hereby opposes the I% Initiative and urges all citizens to cast their vote against this initiative.
