Box 9203 Moscow, ID 83843-1703 Attention: Subject: Gentlemen: Mr. Gary Presol Public Works Director Vista Water Storage Reservoir Project Contract Amendment No. 2 In accordance with your request, James M. Montgomery, Consulting Engineers, Inc. (JMM) proposed to amend our January 23, 1990 Water Storage Reservoir Project contract to complete Phase II - Final Detailed Design services. A. SCOPE The following modifications and clarifications shall be made to the scope of services as defined on Page 4 of our contract for Phase II - Final Detailed Design: • The reservoir design shall be for a 2.0 Mgal ground-level steel reservoir at the Vista Site in accordance with the March 8 Preliminary Design Report. The actual steel tank design shall be based on a performance specification in accordance with AWWA D-100 - "AWWA Standard for Welded Steel Tanks for Water Storage." • Supervisory control/telemetry system shall be installed for signal trans mission via dedicated leased telephone line from the Vista Reservoir Site to the A and Jackson Street pumping station. Only the following reservoir operation and monitoring functions shall be provided in the control/telemetry system: Water level indication High water alarm Intrusion • JMM design of the 24-inch diameter water inlet/outlet pipe shall begin at the projection of the west right-of-way of Hathaway Street. The City shall be responsible for design of the 24-inch waterline west of this point. ---PAGE BREAK--- • City of Moscow • • April 10, 1990 Visual mitigation landscaping shall be provided at the Vista Reservoir Site and at the City property south of the Vista Site. An initial landscaping planning meeting shall be attended by JMM to gain input from City staff and interested public prior to developing preliminary landscaping plans. A preliminary landscaping plan (based on agreed-to City and public con cepts) shall then be prepared and ten copies submitted to the City for review. JMM shall attend one meeting with the City staff and interested public to reºiew and discuss the preliminary landscaping plan prior to preparation of detailed plans and specifications. Plans and specifications shall also be provided for the landscaping irrigation system . No cathodic protection (other than tank exterior painting and interior coat ing) shall be provided. • Meeting attendance shall be as follows: Kickoff meeting (discussion of design details and meeting with public to gain input on landscaping planning) - Jossis, Suihkonen, Gantz and Whittaker. 50% review meeting (review of working drawings, confirmation of final design details, and review of preliminary landscaping plan with public) - Gantz, Larson (electrical and instrumenta tion/control) and Whittaker. 90% review meeting (review of 90% complete plans and specifica tions) - Suihkonen and Gantz. The City shall make arrangements for meetings with the public for landscape planning input and review. Phase II - Final Detailed Design shall also include Task 1-2: Topographic Survey and Base Map Preparation of the January 23, 1990 contract. The topographic mapping shall be prepared from aerial photogrammetry and shall include mapping for the entire Vista Reservoir Site, Neighborhood Park Site, Hathaway Street and Kathy Avenue. Photography only shall also be provided for the 6th Street right-of-way from Hathaway Street to Mountain View Road. C. FEES AND CONDITIONS FOR ENGINEERING SERVICES Based on the above scope of work, it is estimated that the engineering fees will be $87,732. This is an upper limit and will not be exceeded without the written permission of the City. JMM shall limit its invoices to the City to no more than $48,000 during Fiscal Year 1989/1990 (ending September 30, 1990). Any costs beyond $48,000 will not be invoiced until after October 1, 1990. D. TIME OF COMPLETION Ninety percent complete plans and specifications shall be submitted within 120 calendar days of notice-to-proceed. Final plans and specifications shall be submitted within 14 days of receipt of the City's 90 percent submittal review comments. ---PAGE BREAK--- City of Moscow April10, 1990 If the above proposal meets with your approval, it may serve as the basis for amending our January 23, 1990 agreement by affixing the signatures in the spaces provided below.
