RESOLUTION NO. 97-05 A RESOLUTION DECLARING THE INTENT OF THE COUNCIL TO EFFECT RIGHT-ONLY TURNS AT THE INTERSECTION OF ALTURAS PARKWAY AND STATE HIGHWAY 8 BY CONSTRUCTING A RAISED MEDIAN STRIP COMPLYING WITH IDAHO TRANSPORTATION DEPARTMENT (lTD) SPECIFICATIONS WITHIN 90 DAYS OF NOTIFICATION BY lTD OF AN INTERRUPTION WARRANT AT THAT INTERSECTION. WHEREAS, City of Moscow, Idaho has, through its duly created and empowered Urban Renewal Agency, caused to be constructed a commercial subdivision known as Alturas Technology Park, which subdivision contains a publicly dedicated street named Alturas Parkway; and WHEREAS, Alturas Parkway intersects with State Highway 8, which intersection is therefore subject to regulation by the Idaho Transportation Department (lTD); and WHEREAS, lTD has indicated concern regarding possible traffic congestion on Highway 8 resulting from construction of that intersection, and has conditioned issuance of a permit to access Highway 8 on the City of Moscow's stated willingness, on the occasion of an interruption warrant at that intersection, to construct or cause to be constructed a left turn restriction directing and preventing traffic from making any but right turns into and out of Alturas Technology Park from Highway 8; and WHEREAS, the City of Moscow acknowledges and concurs with the concerns ofiTD; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS That when an interruption warrant is attained at the intersection of Alturas Parkway and Idaho State Highway 8, the City of Moscow will construct or cause to be constructed a left turn restriction directing and preventing traffic from making any but right turns into and out of Alturas Technology Park, provided that construction of such restriction shall not endanger the public.
