TASK ORDER NO. 4 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MOSCOW, IDAHO AND HDR ENGINEERING, INC. This Task Order is made thisay of June, 2017, and entered into by and between the City of Moscow, a municipal corporation of the State of Idaho (hereinafter "City"), and accepted by HOR Engineering, Inc. (hereinafter "Engineer"), pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated August 30, 2016. The Project Name for this Task Order No. 4 is as follows: CITY OF MOSCOW Well No. 10 System Curve Analysis PROJECT UNDERSTANDING The City is currently working on the development phase of the Well #10 project. The City has contracted with JUB for the design of the new well. To support the Well #10 design, system curves need to be developed to define the operating range for the proposed well pump and assist in determining the maximum and minimum total dynamic head (TOH) requirements. HOR will perform the hydraulic modeling and analysis to provide the City with system curves to support the selection of pumps for the Well #10 project. SCOPE OF WORK The Scope of Work for this task order is described below. Task 1: Project Management Provide management of the task order. Specific sub-tasks: • Organize and manage the task order team. • Coordinate with City project manager. • Prepare invoices and progress reports Deliverables: invoices and progress reports by email in PDF format. Task 2: Hydraulic Modeling, Analysis, and Technical Memorandum Conduct hydraulic modeling and analysis of the distribution system and develop system curves given various combinations of system conditions. This will be comprised of a series of steady state (SS) simulations. Variables that will be considered include: • Operation of Well #10 with Well #9 offline, and for operation of Well #10 in conjunction with Well #9 Task Order 4 Well I 0 System Curves HOR Engineering, Inc. Page I of3 ---PAGE BREAK--- • Existing NW Reservoir location, NW Reservoir located north of Palouse Mall (per 2013 NW Reservoir Analysis) and for NW Reservoir located off of Mix Road (2017 NW Reservoir Analysis) • Incorporation of various combinations of planned CIP projects • Water level in storage (at overflow vs depleted storage) • NE reservoir offline • NW Reservoir altitude valve closed while Vista Reservoir is still being filled Multiple system curves will be developed in 500 gpm increments for flows from 0 to 4,000 gpm given combinations of the above variables. The system curves will be provided for the intersection of W Street and Warbonnet Drive. From the multiple system curves, the high and low system curves will be identified establishing the possible range of TDH for Well #10. Deliverables: Draft and Final Technical Memoranda, in PDF. ASSUMPTIONS 1) Notice to Proceed will be granted by June 23, 2017. The Draft Technical Memorandum will be submitted to City by July 7, 2017. If revisions are required, a Final Technical Memorandum will be submitted to City within one week of receiving comments. 2) City's current hydraulic model, as maintained by HOR, will be used for analysis. No updating or calibration of the hydraulic model is required. 3) Pressures will be based on ground elevation. No corrections will be made for piping located below/above ground. 4) No in-person meetings between HOR and City staff will be required to complete this task order. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by June 23, 2017 and resulting in completion by middle of July 2017. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not-To­ Exceed amount without prior written approval by City in the form of a Change Order. invoices shall be billed as a percentage of work completed. Any and all travel will only be reimbursed if pre-approved by the Project Manager, and only per the City Travel Policy. Reimbursable expenses will be paid at cost and only if pre-approved by the Project Manager, and accompanied by an itemized receipt. Any travel and/or reimbursables paid will be paid as part of the Not-To-Exceed Task Order Total per the Compensation and Completion Schedule above.
