RESOLUTION NO. 2007 - 18 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AFFIRMING THE GRANT CONDITIONS REQUIRED BY THE IDAHO STATE HISTORICAL SOCIETY; PROVIDING THIS RESOLUTION TO BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL. WHEREAS, the Idaho State Historical Society has offered grant funding to the City of Moscow to assist with project planning for the Moscow Historic Preservation Commission; WHEREAS, the available funding is a matching grant-in-aid to support the National Register of Historic Places program of Idaho; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: I, The City of Moscow, Idaho possesses legal authority to apply for the grant (and, as applicable, to finance and construct the proposed facilities); 2. That this Resolution has been duly adopted as an official act of the City of Moscow, Idaho's governing body, authorizing tlte filing of the application, including all understandings and assurances contained therein and directing and authorizing Gary J. Riedner as the official representative of the City to act in connection with the application and to provide such additional information as may be required. 3. City has the institutional, managerial and financial capability (including funds sufficient to pay the non-federal share of project costs) to ensure proper planning, management and completion of the project described hereinbelow. 4. City will establish safeguards to prohibit employees from using their positions for a purpose that is, or gives the appearance of, personal or organizational conflict of interest, motivated by a desire for private gain for themselves, their families, or others. 5. City will assist the federal grantor agency in its compliance with Section 106 of the National Historic Preservation Act of 1966 as amended (16 USC 470), Executive Order 11593, and the Archaeological and Historic Preservation Act of 1974 (16 USC 469a-l et seq,) by consulting with the state Historic Preservation Officer on the conduct of investigations, as necessary, to identify properties listed in or eligible for inclusion in the National Register of Historic Places that are subject to adverse effects (see 36 CFR Part 800.8) by the activity, or notifying the federal grantor agency of the existence of any such properties; and by complying with all requirements established by the federal grantor agency to avoid or mitigate adverse effects upon such properties. 6. City will give the awarding agency access to and the right to examine all records, books, papers, or documents related to the award; and will establish a proper accounting system in accordance with generally accepted accounting standards or agency directives. 7. City certifies that, as a condition to receiving any federal financial assistance from the Department of the Interior, it will comply with all federal statutes relating to nondiscrimination, 8.
