RESOLUTION NO. 92-09 A Resolution of the City of Moscow, a Municipal Corporation of the State of Idaho, proclaiming the City's support for widening of State Highway by the Idaho Department of Transportation from Line Street in Moscow to the Idaho/Washington border and declaring the needs for a large capacity vehicular highway and a safe pedestrian and bicycle route. WHEREAS, the City of widening State Highway 8 Washington state line; and Moscow recognizes from Line Street the need for west to the WHEREAS, the City of Moscow has actively studied the issues related to widening this highway for approximately four years; and WHEREAS, the City of Moscow has held many public meetings on the topic of widening this highway and has considered comments from the public in formulating its position; and WHEREAS, the City of Moscow recognizes that the University of Idaho has constructed a bicycle and pedestrian path along the south side of the railroad tracks; and WHEREAS, the City of Moscow recognizes that this path can be extended to War Bonnet Drive on publicly controlled property; and WHEREAS, the City of Moscow recognizes that bicycle lanes, a well constructed sidewalk, plus an off-highway pedestrian and bicycle path is the safest and most efficient transportation system; and WHEREAS, the City of Moscow has received correspondence from the University of Idaho supporting a bicycle and pedestrian path on the south side of the railroad tracks; and WHEREAS, the City of Moscow recognizes that to be effective and to be used, an off-highway pathway located on the south side of the highway must include provisions for access from the pathway to destinations on the north side of the highway; and WHEREAS, the City of Moscow understands that the Intermodal surface Transportation Efficiency Act of 1991 includes provisions that allow the Idaho Department of Transportation to fund bicycle paths and bicycle routes. ---PAGE BREAK--- WHEREAS, the University of Idaho has notified the City of its intent to abandon Rayburn Street and to build a new road to Highway 8 directly across from Peterson Drive. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW THAT: The reconstruction of state Highway 8 West in Moscow should contain the following features from Line Street to the Washington state line: 1. Five auto lanes; 2. Five foot marked bike lanes on each side of the road; 3. Five foot sidewalk on the north side from Line street to Farm Road connecting to the existing sidewalk at the Mall; 4. Signalized crossings from the bicycle and pedestrian path to the north side of the highway at: Line street Peterson Drive Baker Street Farm Road War Bonnet Drive; 5. North limits of the project within the currently owned right-of-way. 6. Bicycle and pedestrian path constructed from Farm Road to War Bonnet along the south side of the railroad tracks; 7. .Plan for a 35 mph speed limit.
