RESOLUTION NO. 2014 - 03 A RESOLUTION OF THE CITY OF MOSCOW, IDAHO, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, TO ENTER INTO A STATE/LOCAL AGREEMENT FOR PROJECT DEVELOPMENT OF PEDESTRIAN SAFETY IMPROVEMENTS AT SIX INTERSECTIONS ALONG SIXTH STREET FROM ASBURY STREET TO JEFFERSON STREET, MOSCOW, IDAHO; PROVIDING THIS RESOLUTION TO BE EFFECTIVE UPON ITS PAS SAGE, APPROVAL, AND PUBLICATION ACCORDING TO LAW. WHEREAS, the Idaho Transportation Department (hereinafter "State") has submitted State/Local Agreement (Project Development) Project No. A013(894) 6th Street; Asbury to Jefferson, Moscow, Latah County, Key No. 13894 (hereinafter "Agreement") stating obligations of State and the City of Moscow (hereinafter "City") for project development of Pedestrian Safety Improvements; and WHEREAS, certain functions to be performed by State involve the expenditure of funds as set forth in the State/Local Agreement; and WHEREAS, ITD can only pay for work associated with the State Highway system; and WHEREAS, City is fully responsible for its share of Project costs; and WHEREAS, the Project shall be designed to State Standards as defined in the current version of State's Design Manual; and WHEREAS, all information, regulatory and warning signs, pavement or other markings, and traffic signals required and warranted will be developed as part of the plans; and WHEREAS, State shall assist City in the selection and hiring of a consulting engineer for development of the Project; and WHEREAS, the contract administrator appointed by State for this project is the Local Highway Technical Assistance Council (LHTAC); NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: That the State/Local Agreement for Project A013(894) is hereby approved; That the Mayor and City Clerk are hereby authorized to execute the State/Local Agreement on behalf of City; and That duly certified copies of the Resolution shall be furnished to the Idaho Transportation Department.
