RESOLUTION NO. 94-12 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, STATING THE POLICY OF THE CITY FOR PROVIDING FINANCIAL ASSISTANCE THROUGH FUNDING A UTILITY BILLING ASSISTANCE PROGRAM AND ADOPTING AN EFFECTIVE DATE. WHEREAS, the City of Moscow desires to provide some assistance to residents who arc adversely financially impacted with increased City utility billings; and, WHEREAS, the City of Moscow has a limited amount of resources to appropriate to assist such residents; and WHEREAS, the City of Moscow recognizes that certain services can more economically and effectively be provided by contracting with outside agencies. NOW THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: 1. The City of Moscow will retain the Community Action Agency to provide specific services of client evaluation, disbursement of funds, and statistical recaps for City residents applying for the Utility Billing Assistance Program. 2. The City of Moscow will allocate up to a maximum of $500 per month to provide assistance to residents with their utility bill. 3. The City Council will review the program annually to assess the impact and to determine continuation of this policy. 4. The program will be funded through a reduction of budgeted revenues from the Water and Sewer Fund. 5. That such policy be effective from the date of adoption of this resolution.
