WHEREAS, Moscow, Idaho rate that the RESOLUTION 90-07 the volume of vehicular traffic between and Pullman, washington is growing at such a capacity of the roadway is threatened; and WHEREAS, the Washington Department of Transportation has scheduled a resurfacing of State Route 270 from Pullman to the Idaho State line in 1991, reconstruction of Route 270 from Spring Street to Johnson Road in 1991, and reconstruction of the entire route in 1994; and WHEREAS, the Washington Department of Transportation will be designing and holding hearings on the realignment of Route 270 between the Idaho State Line and Pullman over the next four years; and WHEREAS, the Idaho Department of Transportation caused a planning brochure to be prepared in 1976 that called for widening and improving State Highway 8 West; and WHEREAS, the current volume of vehicles, as measured by average daily traffic, exceeds the levels projected in the planning brochure for the year 2000; and WHEREAS, the number of accidents on this route is unacceptable and ranks high in comparison with other highway routes; and WHEREAS, the Idaho Transportation Department scheduled this route for construction in the planning brochure adopted in 1988; and WHEREAS, the City of Moscow appointed an ad hoc committee to study the Department's plans in 1988; and WHEREAS, that Ad hoc Committee submitted a series of recommendations to the Council each of which recognized the need to widen andjor improve this road; and WHEREAS, the Idaho Transportation Department removed this project from its schedule for construction in 1989; and WHEREAS, the Moscow City District II staff in developing Ad hoc Committee; and Council has worked with the recommendations of the WHEREAS, Public testimony was received by the Council on the concepts put forth by the Ad hoc Committee; and ---PAGE BREAK--- WHEREAS, there is broad community support for widening the route from Line street west; and WHEREAS, reconstructing this highway from Washington Street to Line Street will involve some difficult decisions. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL that the Idaho Transportation Board is urged to schedule the reconstruction of State Highway 8 from Washington street west to the Washington/Idaho State Line, and that this project be divided into two projects with the first construction project being from Line Street west. AND BE IT FURTHER RESOLVED that the highway be widened south from the existing north curb west of Line Street and that alternatives be found for the project East of Line Street as the existing proposal to widen this route is unacceptable.
