TASK ORDER NO. 3 Amendment I Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MOSCOW, IDAHO AND HDR ENGINEERING, INC. This Task Order is made this day of April, 2017, and entered into by and between the City of Moscow, a municipal corporation of the State of Idaho (hereinafter "City"), and accepted by HDR Engineering, Inc. (hereinafter "Engineer"), pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated August 30, 2016. The Project Name for this Task Order No. 3 Amendment is as follows: CITY OF MOSCOW Gateway Apartment Complex Fire Flow Analysis PROJECT UNDERSTANDING A new development, the Gateway Apartment Complex, is being constructed east of the intersection of South Main Street and West Sweet Avenue. The complex is proposing a dead-end water main system to provide fire hydrant and fire sprinkler flows for the development. It is City's objective to determine if the proposed system will provide adequate fire flows. SCOPE OF WORK The Scope of Work for this task order is described below. The new work scope is described below. Task 1: Project Management Provide additional project management associated with the addition of Task 3 below. Task 3: Additional Hydraulic Modeling, Analysis, and Technical Memorandum Conduct additional hydraulic modeling and analysis of the proposed apartment complex system given updated information about the City's distribution system, connection points, and potential apartment complex water piping layouts. Updated information includes: • Changing the point of connection of the existing 6" feed into the site (which was proposed to be replaced with an 8" pipe) with the 10" line on the east side of the highway, to the 12" line on the west side of the highway. • Model two potential layouts of the apartment complex water system: o Option 1: Single connection to the apartment complex (likely 12") from the existing 12" line on the west side of the highway o Option 2: Looped main through the apartment complex (likely 10" or 12") with two connection points located north and south of the Sweet Avenue 10-inch main intersection. Page I of3 ---PAGE BREAK--- • For the two potential layout options listed above, the required pipe sizes will be determined to provide adequate fire flow capacity while keeping velocities below 10 fps. Required fire flow capacity is the ability for a building's required sprinkler fire flow to be met while concurrently flowing 2,000 gpm from hydrant(s) serving that building. Like the analysis previously completed for Task 2: modeling will be comprised of steady state (SS), fire flow simulations to identify the available fire flow at key points in the apartment complex's system. The available fire flow will be determined for the three hydrants proposed for the site and for the five different building fire water connections for the site once adequate pipe sizing has been determined. The results of the analysis will be summarized as additional text to the Task 2 technical memorandum, with the new results discussed with the City. Deliverables: Draft and Final Technical Memoranda, in PDF. ASSUMPTIONS 1) Notice to Proceed for this amendment will be granted by April 7, 2017. The Draft Technical Memorandum will be submitted to City by April 14, 20 17. If revisions are required, a Final Technical Memorandum will be submitted to City within one week ofreceiving comments. 2) City's current hydraulic model, as maintained by HDR, will be used for analysis. No updating or calibration of the hydraulic model is required. 3) The analysis will utilize the system-wide projected water demands currently in the model for 2015 (as developed in demand forecast for the 2012 Water System Plan). 4) The model will reflect the current water system configuration and will not incorporate future planned CIP projects. This assumes that Well 9 is in operation but not Well 10. 5) The available fire flow at key hydrants near the Gateway Apartment Complex will be determined while meeting design criteria throughout the distribution system: a. DEQ requirements for minimum pressure throughout the water system = 20 psi during fire flow events b. Maximum pipe velocity of 10 ft/s c. Operational, equalizing, and fire suppression storage depleted in reservoirs. 6) Domestic and fire sprinkler system demands for the Gateway Apartment Complex (on a building­ specific basis), as provided by City, will be incorporated into the model. 7) Available fire flow will be based on ground elevation. No corrections will be made for piping located below/above ground. 8) City will provide necessary information to complete the task (including, but not limited to, the Gateway Apartment Complex's piping and grading plans). 9) No in-person meetings between HDR and City staff will be required to complete this task order. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by April 7, 2017 and resulting in completion by middle of April 2017. No compensation will be paid over the Not-To-Exceed amount without prior written approval by City in the form of a Change Order. invoices shall be billed as a percentage of work completed. Any and all travel will only be reimbursed if pre-approved by the Project Manager, and only per the City Travel Policy. Reimbursable expenses will be paid at cost and only if pre-approved by the Project Manager, and accompanied by an itemized receipt. Any travel and/or reimbursables paid will be paid as part of the Not-To-Exceed Task Order Total per the Compensation and Completion Schedule above.
