RESOLUTION NO. 93-15 WHEREAS, the Moscow City Council passed Resolution 90- 07 on August 6, 1990 and Resolution No. 92-09 on June 15, 1992, urging the Idaho Transportation Board to reconstruct State Highway 8 from Washington Street west to the Washington/Idaho State Line; and WHEREAS, the Idaho Department of Transportation has developed a plan for widening and improving State Highway 8 West from Line Street; and WHEREAS, a public hearing was conducted on that plan November 30, 1993 at the university Inn Best Western; and WHEREAS, City Council members attended that hearing and are now ready to formulate a "City Council Position"; NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL that regarding the plan presented by the Idaho Transportation Department at said hearing: 1. The alternate that includes the five foot wide bike lanes is preferred; 2. The alignment as shown for the north side is acceptable; 3. Consideration should be given at this time with this plan for signalization at Peterson Drive and Baker Street. The signalization should address not only vehicles but also the heavy pedestrian traffic crossing the highway from the existing bicycle/pedestrian path on the south side of the railroad tracks to the north side of the highway. 4. Short Street should be provided with curb returns and addressed as a street; 5. The driveways in the vicinity of Short Street need to be carefully considered, with regard to steepness of grade. BE IT FURTHER RESOLVED that because of the rapid growth of traffic of all types on this route, that construction be started as soon as possible. ---PAGE BREAK--- PASSED by the Council and APPROVED by the Mayor this 6th day of December , 199 3 ATTEST: Elaine Russell\ City Clerk
