RESOLUTION NO. 91-09 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, PROVIDING THAT IT IS THE POLICY OF THE CITY TO SUPPORT CONSOLIDATION OF RAIL SERVICE ON RAIL LINES AS DEPICTED ON THE ACCOMPANYING MAP; PROVIDING FOR THIS RESOLUTION TO BE IN FULL FORCE AND EFFECT UPON ITS PASSAGE AND APPROVAL. WHEREAS, it is in the interest of Moscow rail shippers and the City to retain rail service to the City of Moscow; and WHEREAS, the City and the state of Idaho would benefit from certain railroad abandonments that would provide space for the widening of State Highway 8; and WHEREAS, railroads would benefit from certain railroad consolidations by providing a means to share maintenance costs; NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS: SECTION 1. West of Third Street, rail service should be consolidated on the current Burlington Northern track; the Union Pacific right-of-way should be abandoned. This is the City of Moscow's highest priority on this matter, benefiting both the City and State by providing needed space for the widening of State Highway 8 to accommodate four lanes of traffic. It would also benefit both railroads by providing a means to share the maintenance cost of one line rather than maintaining two separate tracks. A new connection between the Burlington Northern track and the Union Pacific track between Third and Sixth Streets, as shown on the accompanying map, would be required. The connection of the tracks at the west end can occur near the Washington state line, with consideration given to maintaining rail service at Wilson. SECTION 2. With the addition of two short connector tracks and a city-wide rail sharing agreement, several unneeded spurs, street and highway crossings can be eliminated as indicated on the accompanying map. Local shippers were consulted in preparation of the map. Shipping facilities currently in use in Moscow are depicted, demonstrating that rail service can be maintained with removal of the tracks designated for elimination. ---PAGE BREAK--- SECTION 3. This plan is efficient, prudent, and consistent with long- and short-term rail transportation needs in Moscow. Moscow shippers and the City are interested in retaining rail service to Moscow and are therefore committed to supporting railroad efficiency when possible. SECTION 4. EFFECTIVE DATE: This policy shall be effective upon its passage and approval by the City council. RESOLVED by the City Council and APPROVED by the Mayor this 1st day of April , 1991.
