RESOLUTION NO. 2009- 21 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, ADOPTING A MOSCOW FACILITIES RECYCLING POLICY PILOT PROGRAM; PROVIDING THIS RESOLUTION TO BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL. WHEREAS, City of Moscow has a long standing and continuing commitment to creating and maintaining a sustainable environment; and WHEREAS, the City has participated in and has encouraged various waste reduction recycling and reuse programs in its history; and WHEREAS, the City wishes to increase recycling at events which are held in City parks and other facilities in order to reduce landfill waste, promote recycling, educate the general populace, and support recycling concepts and programs; and WHEREAS, the City wishes to build upon existing, successful event recycling which is taking place within our community such as that done during the Moscow Renaissance Fair, the Relay For Life, the American Legion Baseball Tournaments, and the Hemp Fest; and WHEREAS, the City wishes to increase recycling awareness throughout the community; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: The City hereby implements a policy of requiring a fifty dollar ($50) deposit to be paid to the City in addition to any City Park and/or facility rental charges for events where the event coordinator or City reasonably anticipates the attendance of more than fifty (50) participants. Recycling deposit fee would be retumed to the event coordinator upon the completion of successful recycling for which the deposit is made. Completion of successful recycling will occur upon the completion of the following: 1. Contacting Moscow Recycling to reserve recycling bins for an event; 2. Removal of the event-related recycling to Moscow Recycling from the reserved site on the City park or City facility; 3. The return of the recycling bins undamaged to Moscow Recycling or the aiTangement for the delivery and pick-up of the recycling bins with Moscow Recycling if necessary; and 4. The receipt by the City of a confinnation of the return of the recycling bins to Moscow Recycling. RESOLUTION 2009 -21 CITY PARKS. FAC'ILITIES, REC'YC'LING PROGRAM PAGE I OF2 ---PAGE BREAK--- Upon receipt of an application by the City for reservation and use of a City Park or other City facility and receipt by the City of the fifty dollar ($50) recycling deposit, as we11 as all other fees and costs related to the reservation of such City Park and/or City facility, the City shall provide to the event coordinator education and other resources necessary to make it likely that the recycling effort at the scheduled event will be successful. This may include the provision of printed information explaining recycling expectations, shming the Moscow Recycling contact information with the event coordinator, or other related instruction or education. If the conditions of the recycling deposit are not met, the City shall keep the entire fifty dollar ($50) deposit (unless there m·e extenuating circumstances which were beyond the control of the event coordinator which makes the retention of the fifty dollar [$50] deposit patently unfair). That this Resolution shall become effective as of 8111 day of September, 2009. PASSED AND APPROVED by the Mayor of the City of Moscow, Idaho, this 8111 day of September, 2009.
